Raiders Predicted To Sign 13-TD ‘Explosive’ WR in Free Agency Before Drafting Fernando Mendoza

Rashid Shaheed is a free agent after winning a Super Bowl, and the Las Vegas Raiders are projected as a landing spot for him.

For the Las Vegas Raiders, rebuilding the offense is a priority. With an average of 14.2 points per game, the worst in the league, the Raiders need to improve in all areas. Quarterback Fernando Mendoza is expected to join as the first overall pick, but he’ll need better weapons to aid his development.

Raiders Projected To Sign Speedster Wide Receiver in Free Agency

Klint Kubiak, the new head coach, coached the Seattle Seahawks’ offense as they won Super Bowl 60. A projection made by CBS Sports results in one of his former receivers rejoining him in the Raiders, with Rasheed Shaheed labeled as the player that the Raiders should prioritize in free agency:

“The Raiders similarly need to get explosive — especially at receiver. Shaheed brings elite speed to the position and could be a really nice fit in Klint Kubiak’s offense if he becomes a more featured piece in Las Vegas than he has been in Seattle. Fernando Mendoza could use someone to stretch the field for Brock Bowers and Ashton Jeanty.”

Ranked at No. 31 in our PFSN Offense Impact Metric during the 2025 season, the Raiders need improvements in all areas of the offense. The most important will come at the quarterback position with Mendoza, but he’ll only live up to his potential if the team around him is better than what Geno Smith had in 2025.

The offensive line allowed 64 sacks. Smith was often seen running for his life, even though players such as Ashton Jeanty and Brock Bowers were part of the offense. With no time to go through his reads, Smith couldn’t show the same level as in Seattle.

Shaheed is not a superstar by any means, but he would represent a great addition for the Raiders. An undrafted receiver in 2022, he finished the season with 687 yards through his stints in New Orleans and Seattle.

He’s also a great asset on special teams, scoring a kickoff return touchdown against the San Francisco 49ers in the Divisional Round.

Shaheed is known for being a vertical threat who can stretch defenses through his speed. He’s a threat in deep balls, but also demands a lot of attention, opening spaces for other receivers even if the ball doesn’t go his way. A combination of Jeanty, Bowers, and Shaheed would be a great first step in building an offense around Mendoza.

He ended the 2025 season with a 71.9 grade in our PFSN WR Impact Metric. He won’t be a superstar in the offense, but he can fit perfectly into Kubiak’s system as the Raiders enter a new era.
