2025 NFL QB Rankings: Brock Purdy Takes the Top Spot, Joe Burrow and Trevor Lawrence Rise Up the Board

Heading into Week 17 of the 2025 NFL regular season, here's how every quarterback ranks by PFSN's QB Impact analytical model.

Week 16 of the 2025 NFL season has officially wrapped up, meaning there are only two more weeks before the postseason starts. This week, Caleb Williams led a game-winning drive against the Green Bay Packers, Joe Burrow had a tremendous bounce-back outing, and Matthew Stafford threw for an absurd 457 yards and still lost.

PFSN has you covered with your QB rankings for the 2025 season, as our QBi metric puts a numerical value on how each one performs every week. Note that these rankings only include the games played this year, not any previous games from other seasons, or factoring into each player’s reputation.

44) Jake Browning, Cincinnati Bengals

2025 PFSN QBi Grade: 50.1 (F)

Last Week’s Ranking: 44

With Joe Burrow back to full health and Joe Flacco serving as the Cincinnati Bengals’ primary backup, don’t expect Jake Browning’s QBi grade to change for the remainder of the season.

43) Dillon Gabriel, Cleveland Browns

The Cleveland Browns announced that Shedeur Sanders, who took over Dillon Gabriel’s starting spot, will remain the team’s starting quarterback for the rest of the season.

42) Shedeur Sanders, Cleveland Browns

2025 PFSN QBi Grade: 56.6 (F)

Last Week’s Ranking: 41

Only losing to the Bills by three points on Sunday, the Cleveland Browns kept things surprisingly close against one of the AFC’s top teams in Week 16. It didn’t come without some bumps from Shedeur Sanders, though, as he threw two interceptions and only 157 yards along with his one touchdown.

With his poor outing on Sunday, Sanders has thrown six touchdowns to eight interceptions, which is a TD: INT ratio that no quarterback ever wants to achieve. His third-down conversion rate ranks just 37th in the NFL, and his EPA per dropback in a clean pocket is tied for the worst among the 44 qualified passers.

41) Cam Ward, Tennessee Titans

2025 PFSN QBi Grade: 58.9 (F)

Last Week’s Ranking: 42

The abundance of rough games might be too much to push Cam Ward out of the bottom of these rankings, but he saw his QBi score improve and his ranking rise after a strong outing against the Chiefs. He threw for 228 yards with two touchdowns, no interceptions, and a career-high 122.3 passer rating in the Tennessee Titans’ win.

Ward’s first two games with passer ratings above 100.0 have come in the last two weeks, and his first three games with multiple passing touchdowns have come in the last three weeks. There have been some stinkers for the rookie on a rebuilding Titans team, but he’s shown some encouraging flashes to close out the year.

40) Russell Wilson, New York Giants

Russell Wilson remains firmly in backup territory for the remainder of the 2025 NFL season.

39) J.J. McCarthy, Minnesota Vikings

2025 PFSN QBi Grade: 61.8 (D-)

Last Week’s Ranking: 38

It’s mostly been a debut starting season to forget for J.J. McCarthy in 2025. He suffered a hairline fracture in the Minnesota Vikings’ 16-13 win over the Giants on Sunday. Before getting hurt, he went 9-for-14 with 108 yards, a rushing touchdown, and an interception with a passer rating of just 58.0.

38) Tyrod Taylor, New York Jets

2025 PFSN QBi Grade: 62.2 (D-)

Last Week’s Ranking: 39

Tyrod Taylor missed Week 15 with a lung injury he suffered the week before, prompting undrafted rookie Brady Cook to take his place as the New York Jets’ starting quarterback.

37) Davis Mills, Houston Texans

2025 PFSN QBi Grade: 64.0 (D)

Last Week’s Ranking: 37

With the return of C.J. Stroud to the Houston Texans’ starting lineup, Davis Mills didn’t see action in Week 16.

36) Joe Flacco, Cincinnati Bengals

2025 PFSN QBi Grade: 67.0 (D)

Last Week’s Ranking: 34

Joe Flacco threw one pass in Week 16: a completion for four yards. He’s still in a backup role to Joe Burrow, so that small sample size isn’t enough to change his QBi grade much.

35) Spencer Rattler, New Orleans Saints

2025 PFSN QBi Grade: 67.3 (D)

Last Week’s Ranking: 35

Spencer Rattler remains benched in favor of rookie Tyler Shough, and it would be a surprise if that changed any time this season. His QBi grade remains unchanged this week.

34) Geno Smith, Las Vegas Raiders

2025 PFSN QBi Grade: 68.7 (D+)

Last Week’s Ranking: 33

Having missed Week 15 due to injury, Geno Smith made his return to the Las Vegas Raiders’ starting lineup in Week 16. It was far from his worst outing, as he threw for two touchdowns with a 70.0% completion percentage. He also threw a pick, however, and the Raiders narrowly lost to the Texans.

With two more weeks left in the season, Smith is tied for the NFL’s lead with 15 interceptions this year. His 67.1% completion percentage is respectable, but he remains a liability under pressure; he has the second-lowest EPA per dropback under duress of the 44 quarterbacks on this list.

33) Justin Fields, New York Jets

2025 PFSN QBi Grade: 69.1 (D+)

Last Week’s Ranking: 32

When both quarterbacks are healthy, Tyrod Taylor has surpassed Justin Fields as the New York Jets’ starting quarterback. Fields remains inactive with a knee injury, anyway.

32) Michael Penix Jr., Atlanta Falcons

2025 PFSN QBi Grade: 70.1 (C-)

Last Week’s Ranking: 30

Michael Penix Jr. suffered a season-ending knee injury in Week 11, so his QBi grade will remain the same for the foreseeable future.

31) Baker Mayfield, Tampa Bay Buccaneers

2025 PFSN QBi Grade: 71.5 (C-)

Last Week’s Ranking: 27

Having lost six of their last seven matchups, the Tampa Bay Buccaneers’ and Baker Mayfield’s spiral out of control continued in Week 16. Their narrow loss to the Panthers on Sunday dropped the Buccaneers out of first place in the NFC South, and Mayfield’s 145 passing yards with a touchdown and an interception saw his QBi ranking drop as well.

Mayfield actually has the fifth-best EPA per dropback under pressure of any quarterback in the NFL, which is a pretty nice silver lining in an otherwise forgettable year. That said, his 6.2 net yards per attempt currently ranks 31st in the league.

30) Bryce Young, Carolina Panthers

2025 PFSN QBi Grade: 71.5 (C-)

Last Week’s Ranking: 29

It hasn’t been the most consistent year for Bryce Young, but the Carolina Panthers find themselves in the driver’s seat of making the playoffs as the NFC South champions. This comes after Young threw for 191 yards, two touchdowns, and no interceptions in a win over the Buccaneers that saw them leap into first place in the division.

Going into Week 16, Young has a dead-even EPA per dropback of precisely zero. Among the 32 quarterbacks currently starting, his 33.9% third-down conversion percentage ranks just 24th. He ranks below average in most of PFSN’s other analytical categories that factor into QBi scoring, as well.

29) Jayden Daniels, Washington Commanders

2025 PFSN QBi Grade: 71.8 (C-)

Last Week’s Ranking: 29

Jayden Daniels’ injury-riddled season continued with him on the bench, as the Washington Commanders decided to shut him down for the year.

28) Jaxson Dart, New York Giants

2025 PFSN QBi Grade: 71.9 (C-)

Last Week’s Ranking: 19

Though I made the mistake of starting Jaxson Dart in the semifinals of my fantasy playoffs this week, his massive drop in PFSN’s QBi rankings comes down solely to the decrease in his score in our grading model. He finished the New York Giants’ loss to the Vikings with only 33 passing yards, throwing a pick and no touchdowns.

Among starting quarterbacks this season, Dart’s 27.4 passer rating is the fifth-lowest in a single game in 2025. He’s had some encouraging flashes during his rookie season, but Sunday was an outing to forget.

27) Tyler Shough, New Orleans Saints

2025 PFSN QBi Grade: 72.1 (C-)

Last Week’s Ranking: 24

One of the hottest storylines of the second half of the 2025 NFL season has been the ascent of Tyler Shough. Though he drops a few spots in the QBi ranking this week, it’s primarily due to movement around him. He had a career-high 308 passing yards with a touchdown and no picks in the New Orleans Saints’ 29-6 win over the Jets.

The Saints are now winners of their last three games, and Shough has a 4-3 record as their starting quarterback this season. Getting sacked remains an issue for the rookie, but he’s slinging the ball as of late and was trusted with a career-high 49 passing attempts against New York on Sunday.

26) Tua Tagovailoa, Miami Dolphins

2025 PFSN QBi Grade: 72.2 (C-)

25) Aaron Rodgers, Pittsburgh Steelers

2025 PFSN QBi Grade: 72.5 (C-)

Last Week’s Ranking: 28

As bumpy as 2025 has been for Aaron Rodgers, he deserves a lot of credit for leading the Pittsburgh Steelers to a winning record at 42 years old. They clinched a record above .500 with their 29-24 win over the Lions on Sunday, in which Rodgers threw for 266 yards with a touchdown and no interceptions.

A big factor in Rodgers’ lower ranking is the fact that he’s just 39th in EPA per dropback under pressure this season. That said, he’s getting the Steelers into halftime efficiently, as he ranks third in the league with 0.37 EPA per dropback at the end of the first half. Mike Tomlin is surely happy Rodgers has helped him keep his winning-season streak alive.

24) Kirk Cousins, Atlanta Falcons

2025 PFSN QBi Grade: 72.7 (C-)

Last Week’s Ranking: 31

Don’t call it a comeback! The Atlanta Falcons, though already eliminated from playoff contention, have won two consecutive games off of strong outings from Kirk Cousins. He threw for two touchdowns in their win over the Cardinals on Sunday, and his 82.7 passer rating, though not perfect, is a step up over some of the stinkers he had earlier in the year.

Judging solely by QBi scoring, Cousins has outperformed Penix, despite the latter being the Falcons’ starter this year. His veteran savvy has shown in his clutch abilities, as his 0.45 EPA per dropback in close games ranks third in the NFL with two games left in the 2025 season.

23) Carson Wentz, Minnesota Vikings

2025 PFSN QBi Grade: 72.7 (C-)

Last Week’s Ranking: 23

Carson Wentz is expected to miss the rest of the 2025 regular season due to a shoulder injury. His grade will remain the same for the foreseeable future.

22) Marcus Mariota, Washington Commanders

2025 PFSN QBi Grade: 74.0 (C)

Last Week’s Ranking: 18

Marcus Mariota only had a small sample size before exiting Week 16 with a hand injury. Before getting hurt, he went 7-for-14 with 95 passing yards, no touchdowns, and no interceptions for a 72.0 passer rating.

21) Jacoby Brissett, Arizona Cardinals

2025 PFSN QBi Grade: 74.6 (C)

Last Week’s Ranking: 22

The Arizona Cardinals lost yet another close game on Sunday, falling to the Falcons in a seven-point loss. They relied heavily on the passing attack as they have most of the year, but Jacoby Brissett completed just 51.6% of his passes with a touchdown and an interception in the loss.

Brissett’s 242.6 passing yards per game rank seventh in the NFL, which is made even more impressive considering that average includes two games where he played a combined total of four offensive snaps. That said, his -0.35 EPA per dropback under pressure ranks 30th in the league this season, and his Cardinals have consistently come up short in the clutch.

20) Joe Burrow, Cincinnati Bengals

2025 PFSN QBi Grade: 74.7 (C)

Last Week’s Ranking: 34

Given Joe Burrow’s smaller sample size in the 2025 NFL season, his grading is likely to be more volatile if he performs exceptionally well or poorly in a game. It trended in the wrong direction in Week 15, but he bounced back in Week 16. He ended with a stellar 309 passing yards, four passing touchdowns, no interceptions, and a 146.5 passer rating.

Burrow’s 78.1% completion percentage on Sunday is the highest percentage he’s had in the six starts he’s had in 2025. Though he missed a good chunk of the season due to injury, he ranks second in the league with an impressive 50.0% third-down conversion rate, trailing only Brock Purdy.

19) Kyler Murray, Arizona Cardinals

2025 PFSN QBi Grade: 74.9 (C)

Last Week’s Ranking: 20

Kyler Murray didn’t play in Week 16, as Jacoby Brissett holds down the Arizona Cardinals’ starting quarterback job.

18) Caleb Williams, Chicago Bears

2025 PFSN QBi Grade: 75.1 (C)

Last Week’s Ranking: 21

Caleb Williams has been living up to his recently bestowed “Iceman” nickname in 2025. After rallying the Chicago Bears back to an overtime comeback win over the Packers on Saturday night, he now leads the league with six fourth-quarter comebacks. He threw for 250 yards with two touchdowns and no interceptions.

Relative to the rest of the NFL, Williams seems to do better in high-pressure situations than he does in ideal conditions. He’s tenth in the league in EPA per dropback under pressure, and he’s sixth in EPA per dropback in a close game. However, he’s just 24th in EPA average in a clean pocket.

17) Lamar Jackson, Baltimore Ravens

2025 PFSN QBi Grade: 76.7 (C)

Last Week’s Ranking: 16

Exiting Sunday night’s game early due to injury, Lamar Jackson had 101 passing yards with seven completions on ten attempts. The Baltimore Ravens ended up losing to the Patriots with Tyler Huntley in relief, as Jackson faced yet another bout with health issues.

Only surpassing 50 rushing yards in one of the 12 games he’s played this year, Jackson hasn’t been able to rely on his legs as often as he has in years past. He ranges from average to below average in most of the analytical categories that factor into PFSN’s QBi scoring model, though his 7.4 net yards per attempt rank eighth in the league.

16) Trevor Lawrence, Jacksonville Jaguars

2025 PFSN QBi Grade: 76.9 (C)

Last Week’s Ranking: 17

There’s arguably no quarterback hotter than Trevor Lawrence right now. He helped the Jacksonville Jaguars end the Broncos’ 11-game winning streak on Sunday, throwing for 279 yards, three touchdowns, and no picks in the win. He now has 12 touchdowns with no interceptions in his last four games, all of which have been wins for the Jaguars.

It’s been a rough season for Lawrence for most of 2025, but he’s been stellar the last four weeks or so. That’s played a massive role in his rise up the QBi rankings, and it could be dangerous for whichever team runs into Jacksonville if they make the postseason.

15) Patrick Mahomes, Kansas City Chiefs

2025 PFSN QBi Grade: 77.0 (C+)

Last Week’s Ranking: 15

After having torn his ACL, Patrick Mahomes remains out for the rest of the 2025 NFL season.

14) C.J. Stroud, Houston Texans

2025 PFSN QBi Grade: 77.1 (C+)

Last Week’s Ranking: 14

Sunday was hardly a sexy performance from C.J. Stroud, but he performed just well enough to get the Houston Texans another win and stay in the top 15 of PFSN’s QBi rankings. He threw for 187 yards and a touchdown in their 23-21 win over the Raiders.

Stroud ranks near the bottom of this list with 176.1 passing yards per game, but he remains quite efficient with the volume he’s had. He’s tied for tenth place in the league in average EPA per dropback.

13) Bo Nix, Denver Broncos

2025 PFSN QBi Grade: 78.4 (C+)

Last Week’s Ranking: 12

Though the Denver Broncos’ 11-game winning streak may have ended at the hands of the Jaguars, Bo Nix wasn’t atrocious in the loss. He threw a pick and only completed 59.6% of his passes, but he also had 352 passing yards and a touchdown in defeat.

In a clean pocket, Nix’s EPA per dropback is tied for 11th in the NFL. His 23 passing touchdowns are tied for the eighth-most in the league, and he also still leads the league in game-winning drives, in a tie with Caleb Williams this year.

12) Jalen Hurts, Philadelphia Eagles

2025 PFSN QBi Grade: 79.4 (C+)

Last Week’s Ranking: 11

If you’re looking for passing yards in high doses this year, Jalen Hurts hasn’t been your guy. He’s been efficient with the attempts he’s made, however, and that continued in Week 16. He led the Philadelphia Eagles to a win over the Commanders on Saturday night, 185 yards, two touchdowns, and a 111.1 passer rating.

Hurts’ 5.6% passing touchdown percentage ranks seventh in the NFL, and his eight rushing touchdowns only add to his efficiency per touch. A big reason for his placement outside the top ten is inefficiency under duress: his EPA per dropback under pressure ranks just 23rd this year.

11) Mac Jones, San Francisco 49ers

2025 PFSN QBi Grade: 80.0 (B-)

Last Week’s Ranking: 11

Brock Purdy has returned to the San Francisco 49ers’ starting lineup, so Mac Jones’ QBi likely won’t change unless the former gets hurt again. That said, it doesn’t hurt the 49ers to know that they have one of the best backups in the NFL.

10) Sam Darnold, Seattle Seahawks

2025 PFSN QBi Grade: 80.1 (B-)

Last Week’s Ranking: 9

Sam Darnold drops a spot for his Thursday night performance against the Rams, particularly due to the two interceptions he threw. He also had 270 yards and two touchdowns, helping propel the Seattle Seahawks to a win that puts them in first place in their division.

Among other statistics, Darnold leads the NFL in net yards per attempt, total yards per attempt, and yards per completion. He also ranks eighth with an EPA per dropback in a clean pocket at 0.34 and ranks in the top ten in both passing yards and passing touchdowns.

9) Justin Herbert, Los Angeles Chargers

2025 PFSN QBi Grade: 80.6 (B-)

Last Week’s Ranking: 13

It usually takes a lot to outdo the Cowboys’ offensive performance each week. Not only did Justin Herbert do so in the Los Angeles Chargers’ win over Dallas on Sunday, but he did so convincingly. He ended the game with 300 passing yards, three total touchdowns, 42 rushing yards, and no interceptions.

Herbert ranks eighth with 3,491 passing yards and is tied for fifth with 25 passing touchdowns this season. His 12 interceptions are the fourth-most thrown by a passer this season, which has kept him out of the top ten for significant chunks of the year. That said, the highs with him this season have been extremely high.

8) Jared Goff, Detroit Lions

2025 PFSN QBi Grade: 82.3 (B-)

Last Week’s Ranking: 7

In a big matchup with their playoff hopes in the balance, the Detroit Lions relied heavily on Jared Goff to spark their offense. They lost to the Steelers, but it wasn’t because Goff played poorly. He finished Sunday with 364 passing yards, three touchdowns, and no interceptions.

Among other statistics, Goff ranks third with 4,036 passing yards, second with 32 passing touchdowns, fifth with a 68.6% completion percentage, and second with a 109.4 passer rating. His 0.46 EPA per dropback in a clean pocket is also the fourth-best average among quarterbacks.

7) Dak Prescott, Dallas Cowboys

2025 PFSN QBi Grade: 83.6 (B-)

Last Week’s Ranking: 8

The Dallas Cowboys were eliminated from the playoffs in Week 16 with the Eagles’ Saturday night victory, and their loss to the Chargers on Sunday didn’t help brighten spirits this holiday season. Dak Prescott continued to perform well, though, throwing for 244 yards with two touchdowns, no picks, and a 70.0% completion rate.

As of this writing, Prescott is second in the NFL with 4,175 passing yards, making him one of just three passers with over 4,000 yards going into Week 17. He’s third with 28 passing touchdowns, and he’s tied for the most efficient quarterback by EPA average under pressure in the NFL.

6) Matthew Stafford, Los Angeles Rams

2025 PFSN QBi Grade: 84.3 (B)

Last Week’s Ranking: 6

Even in a narrow loss to the Seahawks in Week 16, Matthew Stafford remained playing at a very high level. He threw for a whopping 457 passing yards and three touchdowns in the Los Angeles Rams’ narrow defeat, dropping out of first place in the NFC West but taking over the NFL’s lead in individual passing yards.

With Stafford’s own success and his team’s stellar 11-4 record, it’s no surprise he’s considered an MVP favorite. He leads the NFL with 4,179 passing yards and 40 passing touchdowns, and he also holds the league’s lead in touchdown percentage, passer rating, and adjusted net yards per passing attempt.

5) Daniel Jones, Indianapolis Colts

2025 PFSN QBi Grade: 86.3 (B)

Last Week’s Ranking: 5

Daniel Jones’ QBi score will remain unchanged for the remainder of the year, as he suffered a season-ending Achilles tendon injury. He finished the year with 3,101 passing yards, 19 passing touchdowns, eight interceptions, a 68.0% completion percentage, and a strong 100.2 passer rating in 13 starts.

4) Jordan Love, Green Bay Packers

2025 PFSN QBi Grade: 87.5 (B+)

Last Week’s Ranking: 3

Exiting Saturday night’s game against the Bears early due to a concussion, Jordan Love’s sample size in Week 16 was too small to truly dissect. He went 8-for-13 with 77 yards, no touchdowns, and no interceptions before Malik Willis replaced him in the starting lineup.

3) Drake Maye, New England Patriots

2025 PFSN QBi Grade: 87.6 (B+)

Last Week’s Ranking: 4

Outside of one interception, Drake Maye was tremendous on Sunday night, showcasing why he’s a strong MVP candidate this season. He brought the New England Patriots back to their winning ways in Week 16 after their ten-game winning streak broke in Week 15, as he threw for 380 yards and two touchdowns in their 28-24 win over the Ravens.

With an average of 0.23, Maye is tied for first in the NFL in EPA per dropback. He’s also second with 8.3 net yards per passing attempt, and he’s first in the league with a 70.9% completion rate. Heading into Week 17 of the season, he’s the only quarterback in the league with a completion percentage above the 70% mark.

2) Josh Allen, Buffalo Bills

2025 PFSN QBi Grade: 89.9 (B+)

Last Week’s Ranking: 1

Josh Allen wasn’t particularly bad on Sunday in the Buffalo Bills’ win over the Browns, but he wasn’t a true difference maker in the game, either. He finished the game with just 130 passing yards, avoiding interceptions but not throwing any touchdowns on just 19 attempts.

He ranks in the top five in practically every analytical category PFSN uses to evaluate the quarterback position, including net yards per attempt, EPA per dropback at the end of the first half, EPA per designed quarterback run, and EPA per dropback under pressure. It’s been another strong season for the reigning NFL MVP.

1) Brock Purdy, San Francisco 49ers

2025 PFSN QBi Grade: 94.5 (A)

Last Week’s Ranking: 2

Since Brock Purdy returned from injury, the San Francisco 49ers have won five games in a row. He dominated the Colts to the tune of five passing touchdowns and 295 yards on Monday night, and that tremendous outing propels him to first place in PFSN’s QBi rankings.

Albeit off a smaller sample size due to injury, Purdy’s 3.03% sack percentage is the second-lowest in the NFL. He’s also dominating on third downs, as his 60.3% conversion rate is more than 10.0% the second-place finisher, Joe Burrow.
