Josh Downs spent the entire offseason as a popular breakout candidate for reasons that were starting to add up. A vacated target share and an improving quarterback situation both pointed in his favor. Indianapolis then made a move last week that complicates the whole picture. Fantasy managers should recalibrate what Downs is actually worth in 2026.
Should I Draft Josh Downs in Fantasy Football?
All offseason, the drumbeat has been that this is finally the year Downs plays in two-receiver sets. I was skeptical, and for good reason. Downs has run a grand total of 33 routes from 12 personnel across his entire career. That is not a player on the verge of a role change. That is a player with a clearly defined job.
As the summer wore on, though, I started warming up. Alec Pierce’s continued absence from practice, the positive reports on Daniel Jones’ Achilles recovery, and the departure of Michael Pittman Jr. all pointed the same direction. Those are real, tangible changes rather than offseason noise.

The talent was never the question. Downs is a legitimately good football player. He’s a quality separator who wins against man coverage. What he has always lacked is volume.
Here is the number that makes him interesting. In games where Downs has seen at least eight targets, he averages 14.2 fantasy points per game. That production at his current cost would be an absolute smash. The entire investment thesis comes down to whether the target volume finally arrives.
Then the Colts signed Keenan Allen last week, and the ceiling took a hit.
Let me be measured about what that means. At this stage of his career, Allen is not an every-down player. He is there to fill a role, move the chains, serve as a safety blanket, and help the younger receivers develop. Nobody should expect a full-time workload.
He is still going to play, though, and he is going to play considerably more than the likes of Ashton Dulin and Nick Westbrook-Ikhine. Those are the snaps Downs needed to absorb for the breakout case to hold together. Assuming Pierce is healthy enough to suit up, the Allen addition directly cuts into Downs’ path to expanded playing time.

There is one scenario that reopens the door. If Pierce ends up missing time with the ankle injury, that would help. It is worth monitoring closely as camp winds down.
Downs is my WR39 against a WR42 ADP, and he remains an okay pick at that price. The change is in my enthusiasm. He went from a player I was excited to draft to one I will only take if the price is right.
