Bills WR Depth Chart: Keon Coleman, Khalil Shakir, and Joshua Palmer Battling For Buffalo’s WR1 Role

The Buffalo Bills continue their push to reach the Super Bowl in the Josh Allen era — a goal that has proven exhausting in recent years and frustrating as they’ve repeatedly fallen to the same opponent.

Even so, the Bills enter 2025 as one of the top favorites, boasting one of the league’s top offenses and a versatile group of receivers.

Buffalo’s Wide Receiver Group

The Bills’ wide receiver group was a concern heading into last season after Stefon Diggs, the team’s star in previous years, left. Still, Allen proved more than capable of carrying the offense, winning MVP, and guiding Buffalo back to the AFC Championship Game.

Here’s a look at the Bills’ receiving corps for this season, featuring Khalil Shakir, Keon Coleman, Joshua Palmer, Elijah Moore, Curtis Samuel, and Tyrell Shavers.

Who Is Khalil Shakir?

Shakir enters the season as the Bills’ top wideout. A fifth-round pick in the 2022 Draft at No. 148 overall, he delivered his best year as a pro in 2024, finishing with 821 yards and four touchdowns across 15 games. He signed a four-year, $60.2 million contract with the Bills this offseason.

Standing 6’0″ and 190 pounds, he’s at his best working inside as an underneath target, though he’s also capable of stretching the field and producing big plays. His game has meshed well with Allen’s evolving style, which is built on quicker, shorter throws while still striking vertically at the right moments to capitalize on his receivers’ speed.

The expectation is for Shakir to fully take over as the focal point of the passing attack and finally cross the 1,000-yard mark in a season. He established himself as a reliable option last year, and in a versatile but starless receiver room, he should see even more opportunities to cement his role as Buffalo’s WR1.

Who Is Keon Coleman?

Coleman was the Bills’ first pick in the second round of the 2024 Draft. Buffalo moved down from the end of the first round to select the Florida State wide receiver, standing 6’3 and 215 pounds, to serve as a big target for Allen and a primary option on contested catches and in the red zone.

In his rookie season, he totaled 556 yards and four touchdowns, failing to establish himself as the team’s top receiver. That said, his role was still important — of his 29 receptions, 22 went for first downs, showing Allen’s trust in him during crucial moments of games.

He and Shakir complement each other well as Buffalo’s two primary receivers. While Shakir brings speed and elusiveness, Coleman provides size and physicality. Their combination allows Allen to target them in different situations throughout the game, and although neither is a top-tier talent, together, they are enough to elevate the team’s offense.

Who Is Joshua Palmer?

Palmer enters the season as the Bills’ third receiver and the first to join the team this offseason. He spent the first four seasons of his career with the Los Angeles Chargers and signed a three-year, $29 million contract with the Bills this offseason.

Drafted in the third round of the 2021 Draft by the Chargers, Palmer had his best season in 2022, finishing with 769 yards and three receiving touchdowns. Over the past two years, he maintained a consistent production of over 500 yards, but serves more as a complementary target with less prominence.

He fits well into the Bills’ philosophy of building a roster with cheaper, less star-studded players while addressing specific needs with each addition. At 6’1 and 210 pounds, he is a medium-sized receiver and offers a hybrid option compared to what Shakir and Coleman provide.

Who Is Elijah Moore?

Moore is another receiver who joined the Bills’ roster this offseason. He was drafted in the second round of the 2021 Draft with the 34th overall pick by the New York Jets, where he played only his first two seasons.

Despite a promising rookie year with 538 yards in 11 games and five touchdowns, he couldn’t replicate that performance in his second season. He was traded to the Cleveland Browns, playing all 17 games over the past two seasons while maintaining over 500 yards of production.

As a smaller receiver at 5’10, Moore is a target more suited to the slot rotation and has a one-year contract with the franchise worth $2.5 million.

Who Is Curtis Samuel?

Samuel is a veteran entering his ninth NFL season, his second with the Bills. He began his career with the Carolina Panthers, where he played his first four seasons and established himself as a productive player in the league.

His time with the Washington Commanders confirmed that Samuel’s role in the NFL is complementary but reliable. After two consecutive seasons with over 600 receiving yards and four touchdowns, he signed with the Bills and remains on the roster as a depth option for the receiving group.

Who Is Tyrell Shavers?

Shavers was an undrafted rookie in 2023 and played at three different schools. He had no opportunities in his first year, and in the only chance he got in 2024, during Week 17 against the New York Jets, he scored a 69-yard touchdown on a screen pass in the fourth quarter.

He is an explosive player with few opportunities until standing out in the 2025 offseason, making the final 53-man roster for the first time. He is last in the rotation, but can be an electric target on the snaps he receives throughout the season.
