Which two teams lead the pack with the highest number of picks in the 2025 NFL Draft from Lambeau Field from April 24-26?

The 2025 NFL Draft is set to be a three-day extravaganza, kicking off April 24 in the Titletown District near Lambeau Field in Green Bay, Wisconsin. As teams prepare for the upcoming season, this marks one of their last big chances to strengthen their rosters ahead of Week 1.

With a fresh class of rookies coming in, teams will look to fill gaps and hopefully uncover future franchise cornerstones. But with every team in a different position, not all have the exact needs, or the same number of picks. That’s why the Baltimore Ravens and San Francisco 49ers stand out, each entering the draft with 11 selections, the most in the league.

Teams With the Most Picks in the 2025 NFL Draft

While each of the seven rounds usually gives every team a single pick, trades, compensatory picks, and league initiatives like Resolution JC-2A shake up the numbers. That’s how we arrive at 257 total selections in 2025, and not every team gets an even share.

Right now, the Ravens and 49ers top the chart with 11 picks apiece. Those numbers could still change before April 26 if more trades go down, but for now, both teams are well-positioned to add talent.

Baltimore Ravens

The Ravens have their 11 picks spread across all seven rounds, with the most coming in the sixth, where they currently hold four selections. They also own two picks in the fourth round and one each in the others.

Coming off a strong season that ended in a Divisional Round loss to the Buffalo Bills, Baltimore isn’t scrambling to fix glaring holes, but there’s always room to improve.

According to the latest mock draft from PFSN, Baltimore is expected to kick things off by selecting edge rusher Shemar Stewart. Stewart drew national attention during the pre-draft process thanks to his freakish athletic traits. At the 2025 NFL Scouting Combine, he posted a 4.59-second 40-yard dash, a 10-foot-11 broad jump, and a 40-inch vertical — all while measuring in at 6-foot-5 and 267 pounds. He’s one of just three prospects this year to earn a perfect 10.0 RAS.

Though his 4.5 career sacks may seem underwhelming, Baltimore has shown a willingness to invest in high-upside players with raw tools. After Stewart, the Ravens are projected to target cornerback Jacob Parrish in the second round and offensive tackle Ozzy Trapilo in the third. In the fourth, they could add running back Cameron Skattebo and another edge presence in Barryn Sorrell.

They’re expected to double-dip at offensive tackle by selecting Chase Lundt in the fifth, before loading up on skill players in the sixth with running back Raheim Sanders, tight end Thomas Fidone II and wide receivers Theo Wease Jr. and Bru McCoy. Their final pick is projected to be Georgia safety Dan Jackson in the seventh round.

San Francisco 49ers

Also holding 11 picks, the 49ers are entering this draft with a chance to reboot after a disappointing season that saw them miss the playoffs just a year after an overtime loss in the Super Bowl in 2023. They’ll look to reshape the roster with a well-balanced group of selections. While they don’t have a sixth-round pick, they have three in the seventh, and two each in the third, fourth and fifth rounds.

PFSN’s mock draft has the 49ers opening their board by selecting cornerback Jahdae Barron. With Charvarius Ward and Talanoa Hufanga gone in free agency, Barron’s arrival would help fill a significant hole. The 2024 Jim Thorpe Award winner started 38 games across 57 career appearances with Texas, finishing his final college season with 11 pass breakups, five interceptions, and a reputation as a steady tackler. His versatility is a big plus, as he’s capable of stepping in at nickel, outside corner, or even safety.

In the second round, the 49ers are projected to replace another departed star, Deebo Samuel, with wide receiver Savion Williams. The third round is expected to focus on the trenches, with offensive tackle Cameron Williams and edge rusher Kyle Kennard joining the mix. Linebacker Teddye Buchanan and safety Sebastian Castro could follow in the fourth, with tight end Luke Lachey and offensive tackle Jalen Travis rounding out the fifth.

With no sixth-round selections, San Francisco is forecast to close things out in the seventh by drafting defensive tackle Elijah Roberts, running back Phil Mafah and offensive lineman Jacob Gideon.
