The Tennessee Titans hold the No.1 pick in the 2025 NFL Draft, and with quarterback being their biggest need, it wouldn’t be a surprise if they use it on Cam Ward or Shedeur Sanders. However, drafting a QB without a potent receiver room won’t make much sense.
The Titans have no notable receiving threat beyond Calvin Ridley and are projected to address it immediately after landing their franchise quarterback in PFSN’s latest mock draft.
Titans Predicted To Add Select “Playmaking WR” in Second Round of 2025 NFL Draft
Ridley was the only receiver to cross 1,000 yards for the Titans last season, and while the Titans have added Van Jefferson on a one-year deal in free agency, he doesn’t appear to be a WR2. He had an 800-yard season four years ago and would best serve as WR3.
That’s why PFSN’s Ben Rolfe predicts in his latest seven-round mock draft that the Titans will select Missouri receiver Luther Burden III as the 35th overall pick in the 2025 NFL Draft.
Rolfe has Tennessee using its No.1 pick on Cam Ward, and paring him Burden will make a ton of difference on an offense that ranked No. 27 in the NFL last season, per PFSN’s Offense+ metric.
“The Titans pair their new quarterback with a playmaking wide receiver. Luther Burden III was once projected as a mid-first-round pick, but his stock has dipped, making him a potential early Day 2 selection. He profiles as a slot receiver and could contribute immediately, complementing Calvin Ridley in the Titans’ offense.”
Standing at 5-foot-11 and 205 pounds, Burden brings an impressive mix of speed, power, and agility to the gridiron. His natural playmaking skills make him dangerous in space, and he has the ball skills to stretch the field vertically.
While Burden wasn’t fully healthy in 2024, he showed serious potential in 2023, tallying 1,212 yards and nine touchdowns for the Missouri Tigers. A dual-threat weapon, he has already racked up 25 career touchdowns, including four rushing scores. Burden ran a 4.41-second 40-yard dash at the 2025 NFL Combine.
PFSN’s Jacob Infante claimed Burden would be an instant starter in the NFL, and if the Titans do end up getting both him and Ward, their offense will be a dominant force in 2025 and beyond.

Infante prepared his scouting report on Burden in February and wrote: “A sturdy slot receiver with an impressive combination of speed, power, and agility, Burden’s 2023 campaign showed that he’s more than capable of taking on a high workload.
His natural playmaking skills make him dangerous in space, and he has ball skills to spare when allowed to stretch the field vertically.
“As a route runner, Burden has shown progress but still needs additional development. Granted, part of that comes down to the way he was used in college, but his route salesmanship still needs some work.
“Burden should end up being an instant starting wide receiver at the NFL level. He has some inside-outside versatility with the ability to thrive on jet sweeps and end-arounds, and his YAC ability is arguably the best of any wide receiver in the 2025 NFL Draft class.”
