Having Will Levis as your starting quarterback is almost a guaranteed way to land a high draft pick. The Tennessee Titans leaned into that reality last season, finishing with the No. 1 overall pick in the 2025 NFL Draft. Now, they get the chance to properly begin a rebuild with a potential franchise quarterback.
But the question is — who? With two quarterbacks separating themselves from the rest of the class, the Titans are in a great position to take their pick. And one analyst believes there’s only one clear answer, especially based on recent reports out of Tennessee.

Tennessee Titans Predicted To Rebuild Around Cam Ward
Both Shedeur Sanders and Cam Ward have strong cases as the top quarterbacks in this year’s draft. While Sanders may be the more accurate passer, Ward isn’t far behind and brings elite athleticism to the table.
For the Titans, finding a quarterback isn’t optional — it’s a must. Last season, Levis ranked as the fifth-worst quarterback in PFSN’s QB+ metric, behind even the released Daniel Jones and backup Mason Rudolph.
The latest mock draft from PFSN has the Titans going with a quarterback. Analyst Ben Rolfe explained his thinking clearly: “The Tennessee Titans have done very little to address their quarterback situation in free agency, suggesting that their eggs are firmly in the basket of adding a rookie this offseason.”
Between the two top options, Rolfe believes the choice will be the Miami Hurricanes quarterback, based on most reports. “Most reports have their target being Cam Ward rather than Shedeur Sanders.”
“Rolfe also agrees with the move, especially because of Ward’s upside. “Ward is the upside play as the ultimate playmaker at QB, boasting elite arm talent, effortless velocity, and dynamic athleticism.
“But he also acknowledges that it won’t be smooth right away. “His confidence and creativity set him apart, but more development is required before he will be anything close to the finished product. With Will Levis and Brandon Allen on the roster, Ward’s development will come on the field in 2025.”
If the Titans are looking for more confidence in their choice, they can look to Louis Riddick. The former NFL safety and respected analyst — who helped scout the Eagles’ first Super Bowl roster — has made his support for Ward clear.
Believing Ward’s intangibles are undeniable, Riddick said, “I think his career will be as good as you would hope it would be as a number one overall pick.” But relying on one voice isn’t everything.
There’s real evidence behind the hype. Ward entered college as a zero-star recruit. Now, he’s being discussed as a potential No. 1 pick — a sign of just how far his game has come.
From Incarnate Word to Washington State, and most recently Miami, Ward improved every year — aside from his first at Washington. In his final college season, he threw for 4,313 yards with a 67.2% completion rate. He added 39 passing touchdowns and only seven interceptions, along with four rushing scores thanks to his athleticism.
