The NFL‘s free agency period is gradually cooling down, with most of the top names signing contracts with their new teams. However, one young receiver entering his prime, Elijah Moore, is still available, and the Los Angeles Raiders, Jacksonville Jaguars, and Chicago Bears are floated as possible landing spots for the 2021 high second-rounder.

Raiders, Jaguars, and Bears Could Target Elijah Moore in Free Agency
Moore is entering his age-25 season without much quarterback help to prove himself professionally. We’ve seen him earn a target on 30.5% of his career routes coming out of the slot, a role he might be locked into should he sign with a competitive team with confidence in their perimeter options.
Moore has just 2,162 receiving yards through four seasons with four receiving scores over the past three years after scoring five receiving and one rushing touchdown as a rookie. Still, NFL teams are likely to speculate on this former 34th overall pick who has showcased some plus target-earning capabilities.
Bleacher Report’s Moe Moton predicts the potential teams betting on Moore’s youth could be the Raiders, the Jaguars, or the Bears, as all three teams look to add a WR3.
“Elijah Moore is one of the few free agents in his prime with room for growth. He’s played two seasons with the New York Jets and Cleveland Browns, teams with suboptimal quarterback situations over the last few years,” Moton wrote.
Moore would find better QB play in Chicago and Las Vegas, though the Jaguars’ Trevor Lawrence could also be an upgrade to what he saw with Deshaun Watson.

“On a team with a stable quarterback situation, Moore could see a significant spike in production. He can line up out wide or in the slot and make plays out of the backfield. … Because of Moore’s age and versatility, he should be atop the free-agent list for receiver-needy teams looking to capitalize on a player’s upside,” Moton added.
The Raiders have a new-look offense under Geno Smith for the 2025 season, but their receiver room has remained unchanged so far. The Las Vegas team was led by tight end Brock Bowers in receiving yards last season, with Jakobi Mayers second. No other receiver was able to make a significant impact, and that shouldn’t be the case with Moore.
Moore would also be a good fit with the Bears, who seem unlikely to re-sign Keenan Allen in free agency. None of Chicago’s receivers topped 1,000 yards last season, and with no potent receiving threat beyond DJ Moore and Rome Odunze going into the 2025 season, the former Browns wideout would be a perfect addition and could potentially even serve as WR2.
Meanwhile, the Jaguars’ receiver corps has undergone drastic changes, with Evan Engram, Devin Duvernay, and Josh Reynolds being released ahead of free agency while Christian Kirk was traded. Jacksonville added Dyami Brown on a one-year deal, and with Brian Thomas Jr. already in their ranks, the addition of Moore should help upgrade the offense that ranked 18th in PFSN’s Offense+ metric.
