Welcome to Week 11 of the Pro Football Network company-wide NFL Power Rankings. While Dalton Miller ably provides his own power rankings following the conclusion of each Sunday’s action, we’ll be polling each of PFN’s NFL contributors to assemble our list.
Each week, we’ll combine rankings from yours truly, Chief Content Officer David Bearman, NFL Director Adam Beasley, Betting Director Brian Blewis, Audience Engagement Director Mike Gambardella, COO Matt Infante, NFL Analyst Dalton Miller, Bengals Reporter Jay Morrison, Cowboys Reporter Jess Nevarez, and Fantasy Director Kyle Yates.
Which teams are too high or too low as we enter Week 11 of the 2023 NFL season?
Pro Football Network’s Week 11 NFL Power Rankings
Week 10 rank is listed in parentheses.
32) Carolina Panthers (32)
31) New York Giants (30)
30) New England Patriots (28)
29) Arizona Cardinals (31)
28) Chicago Bears (29)
No team in this lowly tier has a chance at the postseason in 2023, but there are at least some reasons for optimism. The Cardinals saw the return of Kyler Murray in Week 10, while the Bears might get Justin Fields back on Sunday.
Arizona and Chicago should both have chances to grab quarterbacks in the 2024 NFL Draft. Murray and Fields could solidify their standing by posting solid second halves — but they might just end up boosting their trade stock.
27) Green Bay Packers (25)
26) Tennessee Titans (21)
25) Atlanta Falcons (19)
24) Los Angeles Rams (26)
23) Washington Commanders (22)
22) Las Vegas Raiders (27)
T-20) Denver Broncos (25)
T-20) New York Jets (18)
While the Falcons have lost three straight to fall to 4-6, the NFC South’s general ineptitude means they’re only one game behind the division-leading Saints (whom they still play twice this season). If whichever quarterback — Desmond Ridder or Taylor Heinicke — Atlanta lands on can stop turning the ball over, Atlanta still has a shot at the playoffs.
Don’t look now, but Sean Payton’s Broncos have won three games in a row, while interim Raiders HC Antonio Pierce has led Las Vegas to back-to-back victories. Denver and Las Vegas are among the 10 AFC teams with between four and six wins who are not currently in first place, a group that also includes the Jets, despite consecutive losses.
19) Indianapolis Colts (19)
18) Tampa Bay Buccaneers (20)
17) New Orleans Saints (15)
16) Los Angeles Chargers (13)
15) Minnesota Vikings (17)
14) Pittsburgh Steelers (14)
The Vikings keep crawling up the power rankings and now look like a clear Wild Card favorite in the NFC. Josh Dobbs hasn’t turned the ball over since taking over as Minnesota’s starter, and the Vikings have somehow won five straight games without Justin Jefferson (who could return from IR this week). With contests against the Broncos, Bears, and Raiders up next, Kevin O’Connell’s team could be 9-4 by mid-December.
In the AFC, the Steelers are the team that always finds ways to win games, while the Chargers are the team club that always manages to lose them. A roster combining Los Angeles’ offense and Pittsburgh’s defense could compete for titles — on their own, the Steelers and Chargers feel hopelessly incomplete.
13) Buffalo Bills (10)
12) Seattle Seahawks (12)
11) Houston Texans (16)
10) Cincinnati Bengals (6)
9) Cleveland Browns (11)
8) Jacksonville Jaguars (8)
The Bills made a significant change after losing to the Broncos on Monday night, firing offensive coordinator Ken Dorsey and replacing him with QBs coach Joe Brady. Buffalo’s offense ranked among the top of the league in nearly every offensive metric, so Dorsey was hardly the problem. Unless Brady can magically fix a Bills defense ravaged by injuries, this move is unlikely to help.
The AFC Wild Card race is so crowded that at least one and potentially two contenders in this tier probably won’t make the playoffs. Meanwhile, the Seahawks — the only NFC club in this tier — are nearly assured of earning a postseason berth.
7) Dallas Cowboys (7)
6) Detroit Lions (9)
5) Miami Dolphins (4)
4) San Francisco 49ers (5)
Sure, there are reasons to be concerned about all of these teams. The Cowboys, Lions, and Dolphins have had a myriad of issues with other elite clubs, while the 49ers had lost three straight games before a 34-3 win over the Jaguars on Sunday.

But all four of these teams are balanced — Miami’s defense is the only one of the eight combined units that doesn’t rank top-12 in EPA per play. Of the quartet, San Francisco has the highest upside. They’re the only team in the group that has been at No. 1 in our power rankings at one point this season.
3) Baltimore Ravens (2)
2) Kansas City Chiefs (3)
1) Philadelphia Eagles (1)
With the Eagles and Chiefs on bye, the Ravens were the only team in the NFL’s elite tier that played in Week 11. Baltimore outgained Cleveland by more than a yard per play and held a two-score lead in the fourth quarter but still managed to lose a critical divisional game.
Meanwhile, the Chiefs and Eagles will play the game of the week when they face off in a Super Bowl rematch in Week 12. Neither club has looked quite like the teams that clashed for the Lombardi in February, but Kansas City just took down the Dolphins in Week 10, while Philadelphia beat the Cowboys.
While the Week 11 slate doesn’t contain the best set of games we’ve seen this season, Eagles-Chiefs on Monday Night Football more than makes up for it.
