We’re one week into the NFL season, and we don’t want to overreact to what we saw this weekend. However, we got a good glimpse at what we may see from each of the 32 offenses during the NFL’s opening weekend. That being said, we have a new No. 1 with a perennial favorite trailing right behind them in our Offensive Impact Grading system.
PFSN’s offensive rankings combine statistics such as yards per play, points per drive, turnover percentage, success rate against the run and pass, third-down conversion rate, red-zone efficiency, pressure percentage when not blitzing, and various expected points added (EPA) measures against both the run and pass. These are then weighted accordingly to produce our rankings for each season.
We considered some historical data from previous seasons, added that to the current personnel on each unit carried over, and out popped the Week 1 NFL OFFi Rankings, accurately ranking each of the NFL’s 32 offenses following the season’s first week.

1) Baltimore Ravens
Preseason Rank: 2nd
Both Baltimore and Buffalo fielded the league’s top EPA figures, as you would expect, but it was Baltimore’s all-around game that proved to be too much for Buffalo to handle — until the untimely turnover.
The Ravens had the league’s top Total EPA figure and, thanks to QB Lamar Jackson’s ability to buy time and scramble for first downs, had the NFL’s second-highest EPA per dropback on all passing attempts.
2) Buffalo Bills
Preseason Rank: 4th
Buffalo had no trouble moving the ball for the most part against Baltimore, save for some untimely miscues.

It all worked out in the end, and they can hang their hat on the fact that QB Josh Allen and Co. produced top-10 figures in both offensive rush and pass success rate while Allen saw the league’s second-best pressure-to-sack ratio in terms of avoiding sacks. All things we’ve become accustomed to seeing out of this unit.
3) Tampa Bay Buccaneers
Preseason Rank: 3rd
The Bucs needed a dramatic comeback to knock off their division rival, so it should come as no surprise that they ranked 22nd in yards per play, 24th in pass success rate, and 22nd in rush success rate.
Credit to QB Baker Mayfield, however, as he churned out most of his dropbacks, all things considered, and kept himself in a position to make plays with the 10th-lowest sack rate despite the 12th-highest pressure percentage allowed.
4) Washington Commanders
Preseason Rank: 6th
The new-look Commanders offense didn’t quite disappoint in Week 1 against the Giants, but they didn’t quite look like what we thought they could be based on last year’s successes.
It was a middling performance that saw them rank near the middle of the field in just about every metric that goes into our OFFi rankings. But based on our preseason projections, we expect things to smooth out eventually.
5) Detroit Lions
Preseason Rank: 1st
The first game of the post-Ben Johnson era couldn’t have gone worse for the Detroit offense. The Lions’ streak of 46 straight games with an offensive TD was saved only by an Isaac TeSlaa garbage-time TD, as the unit looked toothless for the first time in years.
The running back duo of Jahmyr Gibbs and David Montgomery was completely stifled. Detroit averaged -0.35 EPA per rush and a 22.7% success rate on the ground. Both of those were their worst marks in a single game since 2023.
6) Arizona Cardinals
Preseason Rank: 5th
The Cardinals may lack depth at pass catcher, but they were as good as anyone in featuring their stars on Sunday. TE Trey McBride and WR Marvin Harrison Jr. caught 11 balls for 132 yards and a touchdown against the Saints — all other Cardinals combined for 10 catches, 31 yards, and a score.
7) Green Bay Packers
Preseason Rank: 8th
QB Jordan Love came out looking like an MVP candidate, tossing a pair of touchdown passes in the first half. And while Love was fortunate to have a pick-six reversed by penalty, the Packers quarterback minimized the negative plays that plagued him in 2024.

Love had a 2.4% interception rate (24th) in 2024 but went without a pick on Sunday. Since Love became a starter in 2023, the Packers are 12-4 when he doesn’t turn the ball over, compared to 7-10 when he has at least one turnover.
8) San Francisco 49ers
Preseason Rank: 9th
For as close a game as it was, the 49ers’ offense far outperformed their counterpart. San Francisco saw the league’s second-highest pass success rate in Week 1 (59.0%) and was terrific in clutch situations.
Though their rush game lacked in terms of how strong their debut performance was from inside the pocket, it remains to be seen just how much of an impact RB Christian McCaffrey’s injury may have had on such a performance.
9) Cincinnati Bengals
Preseason Rank: 7th
The Bengals of old looked nothing like the Bengals of new as their second-half disaster nearly undid their season opener.
Cincinnati averaged a negative EPA per play (-0.08) and finished the afternoon with just seven yards of offense in the second half. That equated to bottom-half rankings in nearly every single metric that goes into OFFi.
10) Atlanta Falcons
Preseason Rank: 10th
Atlanta may have found something in QB Michael Penix Jr., but they could not get it done against the Bucs. The offensive line did him no favors, however, as they allowed pressure on 41.2% of his dropbacks, the fourth-highest rate in the league in Week 1.
Perhaps if they kept him upright, their 0.08 EPA per dropback may have been just high enough to secure the victory.
11) Philadelphia Eagles
Preseason Rank: 14th
In an unsurprising turn of events, the Philadelphia Eagles attempted to control the pace of play and dominate at the point of attack.
QB Jalen Hurts finished with just a 4.9 average depth of target as the plan seemingly matched his previous season openers (2022 Week 1: 4.1 aDOT; 2021 Week 1: 3.7 aDOT), giving him three of his four career lowest average depth of target performances in Week 1 of a given season.
However, RB Saquon Barkley saw some tough sledding with a banged-up OL Landon Dickerson in front of him, but he didn’t maximize his attempts like we saw last year, averaging just 2.0 yards per carry after contact.
12) Kansas City Chiefs
Preseason Rank: 12th
The Chiefs’ inability to consistently move the football through the air was their downfall in Brazil. They ranked just 19th in offensive pass success rate and finished the week with a 74.5 OFFi, good enough for only 16th in the league.
They’ll have to improve with their down-to-down consistency and keep Patrick Mahomes upright if they want to win the AFC West once again.
13) Los Angeles Rams
Preseason Rank: 11th
QB Matthew Stafford completed 73.1% of his non-pressured passes in 2024, his best rate since joining the Rams. He was even better on Sunday against the Texans (19-of-23 for 211 yards, 82.6%).
14) Los Angeles Chargers
Preseason Rank: 17th
Consistency matters (see KC’s OFFi), and the Chargers’ offensive success rate (66.0%) and EPA per dropback were the clear indicators of why they were so successful against Kansas City.
QB Justin Herbert was pressured on 38.5% of his dropbacks but still managed to generate a 58.5% pass success rate despite that — good enough for third in the NFL in Week 1.
15) Minnesota Vikings
Preseason Rank: 13th
It took some time, but QB JJ McCarthy finally found his groove in Week 1. Still, without the late-game surge, the Vikings would have had a much worse Tuesday morning, and their offensive pass success rate figures would look dramatically worse.
They finished Week 1 ranking 22nd in pass success rate and were dead last in EPA per dropback despite his strong late-game heroics.
16) New York Jets
Preseason Rank: 19th
The Jets fielded (pun intended) the best offense in Week 1 of the 2025 NFL season, at least from a passing perspective. Not only was Justin Fields the top-graded passer, but the passing unit for the Jets finished with the highest success rate and highest EPA per dropback.

Thanks largely to Fields and their quick passing game, the rush game averaged a successful rush 48.6% of the time, good enough to rank sixth-best this week.
17) Miami Dolphins
Preseason Rank: 15th
The Dolphins struggled to rediscover their past explosive form even when QB Tua Tagovailoa was healthy last season. If the start of 2025 is any indication, Miami is no closer to fixing what plagued the offense in 2024, potentially putting both HC Mike McDaniel on the hot seat.
18) Jacksonville Jaguars
Preseason Rank: 18th
The 2024 Jaguars were not a noteworthy rushing offense, ranking 18th in EPA per play. However, former first-rounder RB Travis Etienne got his contract year off to a spectacular start, recording his first 100-yard rushing game since the end of the 2023 season.
Etienne’s 143 rush yards were the second-highest total of his career, as he was the clear lead back in what many figured to be a three-headed committee with Tank Bigsby and Bhayshul Tuten. Jacksonville averaged 7.1 yards per carry on running back carries, its highest in a game since 2022.
As for Bigsby, he is being shipped up to Philly after a trade with the Eagles.
19) Indianapolis Colts
Preseason Rank: 21st
In recent years, QBs like Sam Darnold and Baker Mayfield have changed their career narratives, transforming from perceived first-round busts to clear-cut starters. After his stellar Colts debut, is Daniel Jones next in line for that turnaround?
One start is too early to definitively declare that the ex-Giants passer is the Colts’ long-awaited answer at quarterback. However, his robust 0.36 EPA per dropback was the fifth-best in any game of his career, and he converted 66.7% of his 3rd and 4th downs faced.
20) Denver Broncos
Preseason Rank: 16th
It wasn’t as sharp a performance as the one we came to expect from the Broncos with QB Bo Nix at the helm in Week 1. Collectively, they saw an EPA per play of just -0.15 (25th) and were just one of eight teams to see a negative EPA per rush and pass plays in their season debut.
21) Seattle Seahawks
Preseason Rank: 20th
It felt like the Seattle offense was stuck in mud against San Francisco, generating -0.17 EPA per play, ranked sixth-lowest in the NFL this week.
However, their run game far exceeded their passing game in terms of success rate on a per-down basis, and this was far from Sam Darnold’s level of performance than we’ve seen from him since we started charting QBi.
22) Dallas Cowboys
Preseason Rank: 23rd
The narrative around the Dallas Cowboys’ success changed following DL Jalen Carter’s ejection, as QB Dak Prescott was asked to stand tall in the pocket and dish the ball.
In Week 1, Prescott threw 91.2% of his throws from inside the pocket, well ahead of his 84.6% figure from his injury-shortened 2024 campaign.
23) New Orleans Saints
Preseason Rank: 22nd
TE Juwan Johnson led the Saints in receptions (eight) and receiving yards (76), but couldn’t come up with an end zone target late that would have given New Orleans a chance to send this game to overtime.
That said, QB Spencer Rattler threw the ball 46 times, and that’s never going to be the plan — this team needs to pick up yards on the ground with more ease if they want to continue to compete despite a talent deficit.
24) Pittsburgh Steelers
Preseason Rank: 25th
On paper, this game was not set to be the offensive fireworks show that it wound up being, despite QB Aaron Rodgers’ potential resurgence. The Steelers produced a pass success rate and rush success rate in the top half of the league’s total figures, and Rodgers’ clutch performance was truly vintage.
Still, even the last possession left some to be desired from this unit, and early-down drops cast some serious aspersions over this unit’s long-term potential successes for this season.
25) Carolina Panthers
Preseason Rank: 24th
QB Bryce Young ended 2024 on an upswing, fostering optimism that the former first overall pick might snap Carolina’s six-year streak of double-digit loss seasons. After one game, it’s too soon to write off Young and the Panthers’ offense, but Sunday was ominous for those prospects.
Young crumbled when under duress, averaging -0.54 EPA per dropback when pressured. He only had two games with a mark that low in 2024. It was reminiscent of his embattled rookie season, when he averaged an abysmal -0.61 EPA per dropback when pressured.
26) Las Vegas Raiders
Preseason Rank: 29h
The Raiders’ offense was explosive with QB Geno Smith under center. Against the Patriots, they had four different players with a 20-yard reception before New England even completed a pass.

Smith led an aggressive offense — something that wasn’t in town last season (1.2% of 2024 completions gained 20+ yards, 10th lowest).
27) New England Patriots
Preseason Rank: 26th
New England struggled to stay ahead of the chains… again. They were the fourth-worst third-down offense a season ago (34.9%) and were even worse to open 2025 (28.6%). The running game was supposed to be explosive, but they didn’t have a single 15-yard run against a shaky Raiders defense.
28) Houston Texans
Preseason Rank: 27th
In 2024, the Texans had 39 plays gaining at least 25 yards, tying them with the Lions for the 12th most. That wasn’t a bad showing given the injuries they worked through, but in the season opener this year, they failed to record a single such play against the Rams
29) Chicago Bears
Preseason Rank: 30th
The Chicago Bears came out firing on early downs and in early-game situations. However, everything fell flat after that. Chicago ranked last in offensive rush success rate (19.0%), forcing QB Caleb Williams to almost be “Superman,” a problem he also had during his college stint.
When he did drop back to pass, Williams was pressured on 37.9% of his dropbacks (10th) and still managed a positive EPA per dropback.
30) Tennessee Titans
Preseason Rank: 28th
There have been better rookie debut performances than QB Cam Ward’s for the Tennessee Titans, but he also failed to receive much help from his supporting cast in Week 1.
The Titans allowed a league-high 44.0% pressure rate, and Ward’s costly performance in the pocket down the stretch led to another league-high: 17.6% sack rate — all a recipe for losing games.
31) Cleveland Browns
Preseason Rank: 31st
The Browns had something cooking with QB Joe Flacco’s short-area passing attack, yet their run game seemed relatively non-existent. Cleveland ranked 27th in rush success rate (26.1%) but 12th in pass success rate (47.9%). They’ll have to be more creative with their ground game moving forward.
32) New York Giants
Preseason Rank: 32nd
It wasn’t pretty for the Giants in Week 1, at least offensively. In fact, it was downright offensive to watch the team play football. They ranked 29th in EPA per play, 31st in total EPA, 31st in pass success rate, and 29th in EPA per dropback. That is not a recipe for winning many football games.
