Yet the wording of the decision and Michael Penix Jr.’s recovery suggest the competition may not be settled yet.

NFL insider Albert Breer offered important context for Atlanta’s decision to name Tagovailoa as its Week 1 starter, with Breer suggesting that the Falcons’ choice was influenced by Penix’s readiness rather than Tagovailoa simply winning the job outright.

This point changes how the quarterback decision should be viewed. Penix, who ranked 26th in PFN NFL QB Impact Metric for 2025, did not receive clearance for full 11-on-11 work until August 22, leaving him with limited time to rebuild his rhythm before the season opener. He also missed the entire preseason while recovering from the torn ACL that he suffered in November 2025.

Breer later provided an even clearer assessment of Penix’s status. He wrote, “On the Atlanta Falcons situation, Michael Penix has been fully cleared. So he’d be good to dress for Week 1. But he’s still working his way back from the injury, so Atlanta’s being careful here. This isn’t Tua Tagovailoa beating him out. Moreso, it’s about Penix’s readiness.”

The distinction matters because Tagovailoa’s role could depend heavily on how quickly Penix returns to full football fitness. Penix had only three full-speed practices before Atlanta’s preseason finale, and coach Kevin Stefanski chose not to play him in that game.

Tagovailoa, meanwhile, had the benefit of taking most of the first-team repetitions throughout training camp. His one-year, $1.215 million contract also gives Atlanta flexibility if the team eventually decides to turn back to Penix.
For now, Tagovailoa gets the opening assignment against Pittsburgh and will operate an offense featuring running back Bijan Robinson and wide receiver Drake London. He also becomes Atlanta’s sixth consecutive different Week 1 quarterback, following Matt Ryan, Marcus Mariota, Desmond Ridder, Kirk Cousins, and Penix.
The Falcons’ wording leaves the bigger question unanswered. Tagovailoa has won the starting spot for Week 1, but Breer’s assessment suggests Penix remains part of Atlanta’s plans once his recovery and preparation reach the required point.
