The Tennessee Titans have been on the clock for months, but in the first round of the 2025 NFL Draft, we have yet to see a single trade — a surprising twist for a year loaded with talent at the top.
But that calm may not last long, especially with multiple teams reportedly eyeing a move into the top three picks.
What Teams Are Most Likely to Trade Into the Top 3 of the 2025 NFL Draft?
According to FOX Sports NFL insider Jordan Schultz, multiple teams have contacted both the Cleveland Browns and New York Giants about trading up for their first-round picks.
While Schultz didn’t name specific teams, his report suggests that serious discussions are happening behind the scenes. With the Titans expected to draft Miami Hurricanes quarterback Cam Ward, several franchises may be looking to grab other top-tier prospects before they’re off the board.
It remains to be seen whether the Browns or Giants will trade down, but both teams have multiple roster needs, and stockpiling more picks could be tempting.

One team to keep an eye on is the New Orleans Saints. They hold the No. 9 pick, meaning they wouldn’t need to move far to crack the top three — a jump that would cost them less draft capital than teams starting farther back. With uncertainty still surrounding Derek Carr’s shoulder, the Saints might be motivated to move up and grab a top offensive piece.
Another possible contender is the Chicago Bears. With rookie quarterback Caleb Williams in place, the Bears are trying to build a strong offense around him. There have been rumors tying Chicago to running back Ashton Jeanty, but a jump from the No. 10 spot could signal they have their eyes on a different kind of impact player.
And don’t rule out a surprise. Reporters have also mentioned the Jacksonville Jaguars as a potential team to watch. If any of these deals come together, the top of the draft order could look very different by the time the picks start rolling in tonight.
The cost to trade into the top 3 would be substantial. The last team to trade up that high was the Houston Texans, who moved up to No. 3 overall in 2023 to select edge rusher Will Anderson Jr. The Texans sent the Arizona Cardinals the No. 12 overall pick in the 2023 draft, along with pick No. 33 in 2023 and the Texans’ first- and third-round selections in the 2024 NFL Draft.
