The bulk of free agency and the 2025 NFL Draft have come and gone, and the Green Bay Packers still have needs to address before September. The team’s 2024 season ended familiarly, comfortably making the playoffs before crashing out against a top team.
Many teams would love to boast the consistency that Green Bay does, having missed the playoffs in only three of the last 16 years. If the Packers are to compete with the very best, though, they’ll need to further add to their roster.

3 Free Agents That Could Improve the Packers’ Roster in 2025
The Packers went into the 2025 offseason with a glaring need at cornerback. To this point, though, only Nate Hobbs and seventh-round pick Micah Robinson have been added, with Eric Stokes and Corey Ballentine heading elsewhere. Hobbs is likely to man the slot in 2025, leaving the team heavily reliant on the health of often-injured Jaire Alexander on the perimeter, if he returns.
Most of the top free agents are now on new teams, but here are three available players the Packers should look to sign to bolster their roster for next season.
Asante Samuel Jr.
Asante Samuel Jr. may have expected a significant salary earlier in free agency. Still without a team in April, though, the former Los Angeles Chargers standout could be available at a team-friendly price. Samuel would not only add an extra body to deal with any injuries to Alexander, but he would likely excel in the veteran’s role as primary playmaker, alongside Xavier McKinney.
Samuel missed significant time in 2024, making him an eyebrow-raising choice to ensure the team against Alexander’s availability concerns. Nevertheless, Samuel put in three solid years on the West Coast before last season, so he should be considered a worthwhile gamble for a team with a desperate need at the position.
Stephon Gilmore
If the Packers prefer a safer option, though, Stephon Gilmore is as reliable as they come. The 13-year veteran has missed just three games over the past three years and started all 15 of his appearances in 2024. That 2024 season was spent with the Minnesota Vikings, meaning the player would come with some valuable inside knowledge of Green Bay’s divisional rivals.

Aside from that, though, Gilmore would raise the floor of the Packers’ secondary, allowing playmakers like McKinney and Javon Bullard to make things happen. Gilmore would bring years of wisdom and strong leadership qualities to a Green Bay roster that is young on both sides of the ball.
Amari Cooper
It’s not just their cornerback situation that the Packers could improve, though. Despite adding both Matthew Golden and Savion Williams in the recent NFL Draft, the Packers are still short of top talent at receiver.
Christian Watson is set to miss yet more significant time in 2025, lowering his chances of remaining with the team beyond next season. Romeo Doubs’ future is also in question, after the player suffered two separate concussions in 2024.
Amari Cooper would offer a reliable option on the perimeter and allow Matt LaFleur to use his talented young receivers in a variety of ways. Though a proven veteran, Cooper doesn’t display the “diva” traits that one might expect from a receiver with his significant talent. That would work wonderfully in Green Bay, where targets are often spread thinly around the entire offense.
