2025 NFL QB Rankings: Who Ends the Regular Season at No. 1?

Heading into Week 18 of the 2025 NFL regular season, here's how every quarterback ranks by PFSN's QB Impact analytical model.

The 2025-26 NFL regular season has come to an end. It’s been a rollercoaster season from start to finish, and that’s been particularly true at the quarterback position. Stars like Joe Burrow, Patrick Mahomes, and Lamar Jackson all missed time to injury, while Drake Maye broke out as one of the best passers in the league.

PFSN has you covered with your QB rankings for the 2025 season, as our QBi metric puts a numerical value on how each one performs every week. Note that these rankings only include the games played this year, not any previous games from other seasons, or factoring into each player’s reputation.

45) Brady Cook, New York Jets

2025 PFSN QBi Grade: 45.1 (F)

Last Week’s Ranking: 45

Brady Cook had the unenviable situation of being thrust into play on a bad New York Jets team as an undrafted rookie. The results were predictably pretty rough: he ended the year with 739 passing yards, 2 touchdowns, 7 interceptions, a 55.4 passer rating, and a winless record in five games. His -0.38 EPA per dropback finished last in the NFL.

44) Jake Browning, Cincinnati Bengals

2025 PFSN QBi Grade: 49.9 (F)

Last Week’s Ranking: 44

Not too far behind last place is Jake Browning, who played in five games and started in three before the Cincinnati Bengals traded for Joe Flacco to be Joe Burrow’s injury replacement. Browning threw 6 touchdowns to 8 interceptions with 771 passing yards, losing each game he started.

43) Dillon Gabriel, Cleveland Browns

2025 PFSN QBi Grade: 51.0 (F)

Last Week’s Ranking: 43

Though Joe Flacco started the year off as the Cleveland Browns’ starter, Dillon Gabriel ended up taking his place in the lineup early in the year. His 1.1% interception ratio is easily the lowest of the three Browns quarterbacks on this list, but he only surpassed 200 passing yards in one of his six starts, five of which resulted in a loss.

42) Shedeur Sanders, Cleveland Browns

2025 PFSN QBi Grade: 56.9 (F)

Last Week’s Ranking: 42

From a record perspective and from a QBi perspective (factoring in only Joe Flacco’s time in Cleveland and not his games with the Bengals), Shedeur Sanders was the Browns’ best quarterback in 2025. That’s hardly a high bar, as his low QBi grade indicates.

Though he led the team to a 3-4 record, he threw seven touchdowns to ten interceptions as a rookie.

41) Cam Ward, Tennessee Titans

2025 PFSN QBi Grade: 59.8 (F)

Last Week’s Ranking: 41

The Tennessee Titans didn’t provide a strong offensive attack around Cam Ward in his rookie year, which only amplified his mistakes. He tied Geno Smith as the most-sacked quarterback in the league in 2025 and completed just 59.8% of his passes. He did close out the year on a high note, finishing with passer ratings above 100 in three of his final 4 games.

40) Russell Wilson, New York Giants

2025 PFSN QBi Grade: 60.7 (D-)

Last Week’s Ranking: 40

After beginning the year as the New York Giants’ starting quarterback, Russell Wilson ended up on the bench just three games into the year. A 450-yard outing in Week 2 saves him from placing any lower on this list, but two games with no touchdowns and a combined three interceptions with sub-60% completion rates sealed his fate in 2025.

39) Davis Mills, Houston Texans

2025 PFSN QBi Grade: 61.6 (D-)

Last Week’s Ranking: 37

Davis Mills started a few games in C.J. Stroud’s absence in 2025, and though he didn’t light the world on fire, he fared just well enough for the Houston Texans to win all three games he started. He ended the year with a 57.2% completion percentage, but he threw 5 touchdowns to just 1 interception.

38) Tyrod Taylor, New York Jets

2025 PFSN QBi Grade: 62.3 (D-)

Last Week’s Ranking: 38

Injuries and poor play from Justin Fields thrust Tyrod Taylor into a starting role for the Jets. Admittedly, New York might’ve been better off just keeping Fields in the lineup when they had the option to. He ended the year with 7 passing touchdowns to 7 interceptions, tying for the fourth-lowest net yards per attempt in the NFL.

37) J.J. McCarthy, Minnesota Vikings

2025 PFSN QBi Grade: 64.5 (D)

Last Week’s Ranking: 38

There were plenty of bumps along the way for J.J. McCarthy in his first year as a professional starting quarterback. He surpassed 200 yards in just two of his 10 starts, throwing as many touchdowns as interceptions. His EPA per dropback was the sixth-lowest in the league. However, he helped lead the Minnesota Vikings to wins in each of the final four games he played in 2025.

36) Joe Flacco, Cincinnati Bengals

2025 PFSN QBi Grade: 67.1 (D)

Last Week’s Ranking: 36

Joe Flacco practically experienced two different seasons in one in 2025. He performed miserably in four starts with the Browns, throwing 6 interceptions to just 2 touchdowns with a 60.3 passer rating. Once he got traded down to the Bengals, though, his passer rating jumped to 91.0, throwing for 13 touchdowns to four picks with two games over 340 passing yards.

35) Spencer Rattler, New Orleans Saints

2025 PFSN QBi Grade: 67.4 (D+)

Last Week’s Ranking: 35

As one could expect, given the New Orleans Saints’ success after moving him to the bench, 2025 wasn’t the best year for Spencer Rattler. He went 1-7 as their starter, completing 67.7% of his passes but leading his receivers to the second-fewest yards after catch and ranking below average across most of PFSN’s analytical categories.

34) Geno Smith, Las Vegas Raiders

2025 PFSN QBi Grade: 68.6 (D+)

Last Week’s Ranking: 34

Expectations were high when the Las Vegas Raiders traded for Geno Smith to reunite him with Pete Carroll in the 2025 offseason. Now, both might be out of the organization in 2026. Smith led the NFL with 17 interceptions and tied for the most times sacked in the regular season, playing a big role in the Raiders landing the No. 1 pick in the 2026 NFL Draft.

33) Justin Fields, New York Jets

2025 PFSN QBi Grade: 69.1 (D+)

Last Week’s Ranking: 32

To the Jets’ credit, they swung on upside by signing Justin Fields last offseason. It just didn’t work out. He was his usual efficient self running the ball, but in nine starts, he had four games with fewer than 60 passing yards. It’ll take a lot of improvement before he gets another shot as a starting quarterback in the NFL.

32) Bryce Young, Carolina Panthers

2025 PFSN QBi Grade: 69.1 (D+)

Last Week’s Ranking: 33

The Carolina Panthers were maddeningly confusing in 2025, and a big part of that was because Bryce Young was the exact same way. He started in 16 games with four games above 100 passer ratings, including a stellar 448-yard, 3-touchdown win over the Falcons. He also had 11 games with fewer than 200 passing yards and finished below average in most major analytical categories.

31) Michael Penix Jr., Atlanta Falcons

2025 PFSN QBi Grade: 70.1 (C-)

Last Week’s Ranking: 30

A partially torn ACL cut his season short, but Michael Penix Jr. wasn’t exactly lighting the world on fire before he got hurt. He went 3-6 as the Atlanta Falcons’ starter, leading the NFL with a league-low 1.1% interception ratio but only throwing 9 touchdowns in nine starts. He ended the year with a dead-even EPA per dropback of zero.

30) Kirk Cousins, Atlanta Falcons

2025 PFSN QBi Grade: 71.1 (C-)

Last Week’s Ranking: 25

Kirk Cousins isn’t the Pro Bowl-level starting quarterback he was a few years ago, but in both QBi scoring and in his record as the Falcons’ starter, he outperformed Penix. He reduced his interception rate from 3.5% in 2024 to 1.9% in 2025, leading Atlanta to a 5-3 record in the eight games he started.

29) Aaron Rodgers, Pittsburgh Steelers

2025 PFSN QBi Grade: 71.4 (C-)

Last Week’s Ranking: 31

There were plenty of ups and downs for Aaron Rodgers in his 21st season in the NFL. He had a respectable 24 passing touchdowns in 16 starts and ranking third in the league in EPA per dropback at the end of the first half. He also placed just 40th in EPA per dropback under pressure, though that wasn’t enough to prevent the Pittsburgh Steelers from winning the AFC North.

28) Jayden Daniels, Washington Commanders

2025 PFSN QBi Grade: 71.8 (C-)

Last Week’s Ranking: 29

Multiple run-ins with injury plagued Jayden Daniels’ second season after a stellar rookie year in 2024. He dropped in just about every passing category from Year 1 to Year 2, including a completion percentage drop of over 8% and a passer rating drop of 12 points. The Washington Commanders went 2-5 with him as their starter.

27) Tua Tagovailoa, Miami Dolphins

2025 PFSN QBi Grade: 72.2 (C-)

Last Week’s Ranking: 28

Tua Tagovailoa had some solid outings for the Miami Dolphins in 2025, but the lows ultimately proved to be too much for them to bear. He placed second in the league with 15 interceptions, ultimately leading to him finishing the year with a -0.01 EPA per dropback. He finished the final three games of the year on the bench in favor of Quinn Ewers.

26) Carson Wentz, Minnesota Vikings

2025 PFSN QBi Grade: 72.8 (C-)

Last Week’s Ranking: 26

In his first extended stretch as a starter since 2022, Carson Wentz admittedly did better than many expected. That’s not necessarily a high bar, but he thoroughly outperformed J.J. McCarthy as the Vikings’ starting quarterback before getting hurt. In particular, he averaged 80 more passing yards per game, had a passer rating 13.2 points higher, and had a completion percentage 7.5% higher.

25) Jacoby Brissett, Arizona Cardinals

2025 PFSN QBi Grade: 73.5 (C)

Last Week’s Ranking: 22

In 12 starts, Jacoby Brissett managed to rank No. 14 in the NFL in passing yards in 2025. He ranked seventh in the league in passing yards per game, thanks to a large workload from the Arizona Cardinals. He finished with a negative EPA per dropback in close games, though, and that played a role in his going 1-11 as their starter.

24) Baker Mayfield, Tampa Bay Buccaneers

2025 PFSN QBi Grade: 73.6 (C)

Last Week’s Ranking: 27

Staying healthy for all 17 games, Baker Mayfield finished 2025 ranked 10th in the NFL with 3,693 passing yards and tied for seventh with 26 passing touchdowns. However, his completion percentage dropped by over 8% from 2024, and his passer rating dropped by 16.2 points. By his standards and by the Tampa Bay Buccaneers’ standards as a whole, 2025 was a down year.

23) Tyler Shough, New Orleans Saints

2025 PFSN QBi Grade: 73.9 (C)

Last Week’s Ranking: 21

Things started slowly for Tyler Shough, but he picked it up to end 2025 on a high note. He went 5-4 as the Saints’ starter, winning four of his last five games in his rookie year. He placed No. 10 in the league with a 67.6% completion percentage, and his EPA per dropback in close games tied for seventh: not too shabby for a second-round rookie.

22) Marcus Mariota, Washington Commanders

2025 PFSN QBi Grade: 74.1 (C)

Last Week’s Ranking: 23

With Jayden Daniels missing time in chunks throughout the regular season, Marcus Mariota got plenty of time to shine. He grades as one of the top backup QBs in the NFL for 2025, though there were bumps along the way. He completed just 61.2% of his passes with the sixth-highest interception ratio in the league at 3.1%. That said, he also finished with above-average marks in net yards per attempt and EPA per dropback in a clean pocket.

21) Kyler Murray, Arizona Cardinals

2025 PFSN QBi Grade: 75.3 (C)

Last Week’s Ranking: 21

Injuries and just generally disappointing play saw Kyler Murray lose his spot as the Cardinals’ starting quarterback in 2025. His highlight was ranking seventh in third-down conversion percentage and sixth in EPA per dropback on the opponent’s half of the field. That said, his 5.3 net yards per completion ranked just 40th in the league this season.

20) Caleb Williams, Chicago Bears

2025 PFSN QBi Grade: 76.1 (C)

Last Week’s Ranking: 18

Of the 45 qualified quarterbacks on this list, Caleb Williams’ 58.1% completion percentage ranks just 40th. However, he tied for the NFL’s lead in both touchdowns on deep balls, tied for second in game-winning drives, and led the league in fourth-quarter comebacks.

He also placed in the top seven in both passing yards and passing touchdowns, leading the Chicago Bears to a breakout 11-6 record.

19) C.J. Stroud, Houston Texans

2025 PFSN QBi Grade: 76.2 (C)

Last Week’s Ranking: 19

Year 3 of C.J. Stroud’s NFL career looked a lot more like his second year with the Texans than his first. That’s perfectly acceptable, as he still ended the year with a respectable 217.2 passing yards per game and an improved 92.9 passer rating from the season before. Ranging from slightly above average to slightly below average in most of PFSN’s analytical categories, though, the jury is still out on whether he can become elite in this league.

18) Jaxson Dart, New York Giants

2025 PFSN QBi Grade: 76.5 (C)

Last Week’s Ranking: 24

His 4-8 record as the Giants’ starting quarterback might not reflect it, but Jaxson Dart put together a lot to be excited about in his rookie year. He placed No. 11 in the lowest interception ratios around the league, and he tied for having the ninth-best EPA per dropback under pressure in the NFL. There’s room for improvement, but he showed encouraging signs with a lackluster supporting cast.

17) Patrick Mahomes, Kansas City Chiefs

2025 PFSN QBi Grade: 77.2 (C+)

Last Week’s Ranking: 15

With a 6-8 record as the Kansas City Chiefs’ starting quarterback with several close games resulting in losses, Patrick Mahomes was unable to convert in the clutch as much as his standard has indicated over the years. However, he led the NFL in EPA per dropback under pressure, and his 256.2 passing yards per game ranked fifth in the league.

16) Trevor Lawrence, Jacksonville Jaguars

2025 PFSN QBi Grade: 77.6 (C+)

Last Week’s Ranking: 16

In all honesty, more than half of Trevor Lawrence’s 2025 season wasn’t good. The fact that he’s graded this highly to end the year shows just how fantastic he was to close the year. In his first 11 games, he threw 14 touchdowns to 11 interceptions and didn’t have a single game with a passer rating above 100. In his final six games, though, he had five games with passer ratings above 100, throwing a stellar 15 touchdowns to just 1 interception.

15) Jalen Hurts, Philadelphia Eagles

2025 PFSN QBi Grade: 78.3 (C+)

Last Week’s Ranking: 14

Of the 15 quarterbacks who missed one game or fewer in 2025, Jalen Hurts ranked No. 12 in passing yards and dead last in passing attempts. However, he combined for 33 total touchdowns and threw just 6 interceptions all year, playing a key role in leading the Philadelphia Eagles to an 11-6 record.

14) Bo Nix, Denver Broncos

2025 PFSN QBi Grade: 78.6 (C+)

Last Week’s Ranking: 12

Say what you want about Bo Nix’s role in getting the Denver Broncos the No. 1 seed in the AFC; he certainly didn’t prevent them from getting there. His seven game-winning drives led the NFL in 2025; he ranked in the top 10 in both passing yards and passing touchdowns, and he had the third-best EPA per dropback on the opponent’s side of the field.

13) Sam Darnold, Seattle Seahawks

2025 PFSN QBi Grade: 78.7 (C+)

Last Week’s Ranking: 13

A slow finish to the year sees Sam Darnold drop out of the top ten in PFSN’s QBi rankings, but he still put forth a strong 2025 altogether. He ranked second in the NFL with 8.1 net yards per attempt, fourth with 4,048 passing yards, and seventh with a 67.7% completion percentage. The Seattle Seahawks head into the playoffs as the No. 1 seed in the NFC, so he clearly did his job.

12) Lamar Jackson, Baltimore Ravens

2025 PFSN QBi Grade: 79.4 (C+)

Last Week’s Ranking: 17

Between injuries and slow recoveries, Lamar Jackson had a down year in 2025. That’s not to say he was bad this season, though. He led the NFL with 13.3 yards per completion, and his 7.0% touchdown percentage tied for the second-best in the league. Plus, though the Baltimore Ravens fell one field goal short of winning the AFC North, rising five spots in PFSN’s QBi rankings is a nice added bonus.

11) Justin Herbert, Los Angeles Chargers

2025 PFSN QBi Grade: 79.6 (C+)

Last Week’s Ranking: 11

Justin Herbert’s 2025 campaign had some ups and downs, but the good generally outweighs the bad. His 13 interceptions ranked fourth in the NFL this year, and his 54 times sacked ranked third among all quarterbacks. That said, he still finished ninth in passing yards and tied for seventh in passing touchdowns, in spite of the Los Angeles Chargers’ offensive line falling apart in front of him.

10) Joe Burrow, Cincinnati Bengals

2025 PFSN QBi Grade: 80.1 (B-)

Last Week’s Ranking: 10

Starting in only eight games due to injury, Joe Burrow’s sample size is smaller than most on this list. His sample size is also much better than most on this list, however. His 100.7 passer rating ranked seventh in the NFL this year, and his 52.0% third-down conversion rate was the second-best in the league. If you want more proof of his value, the Bengals went 5-3 with him as their starter. They went just 1-8 without him.

9) Mac Jones, San Francisco 49ers

2025 PFSN QBi Grade: 80.2 (B-)

Last Week’s Ranking: 9

Mac Jones started in eight games in Brock Purdy’s absence in 2025, and the San Francisco 49ers’ offense hardly missed a beat. He actually beat Purdy’s completion percentage by 0.2%, and his 97.4 passer rating wasn’t too far behind Purdy’s 100.5. Jones’ 0.37 EPA per dropback in a clean pocket ranked sixth in the NFL, too.

8) Jared Goff, Detroit Lions

2025 PFSN QBi Grade: 81.7 (B-)

Last Week’s Ranking: 8

The Detroit Lions took a major step back in 2025, but very little of it had to do with Jared Goff. His 4,564 passing yards finished second in the NFL and marked the third year in a row he’s surpassed 4,500 yards. He also ranked fifth with a 68.0% completion percentage. Though he was average on third downs and in close-game situations, his efficiency in ideal conditions was too good to ignore.

7) Dak Prescott, Dallas Cowboys

2025 PFSN QBi Grade: 83.9 (B-)

Last Week’s Ranking: 6

Given how bad the Dallas Cowboys’ defense was in 2025, a lot of the reason they were somewhat competitive down the stretch was how well Dak Prescott played. He ranked in the top four in both passing yards and passing touchdowns across the NFL, and he had the third-highest EPA per dropback under pressure of any quarterback in the league.

6) Matthew Stafford, Los Angeles Rams

2025 PFSN QBi Grade: 84.4 (B)

Last Week’s Ranking: 7

Matthew Stafford is seen as a strong contender for NFL MVP this year, and it’s not hard to see why. He ended the season leading the league with 4,707 passing yards and 46 touchdowns, also finishing with the third-best EPA per dropback in the league.

He played a big role in the Los Angeles Rams having the best Offense Impact score in the NFL.

5) Daniel Jones, Indianapolis Colts

2025 PFSN QBi Grade: 86.7 (B)

Last Week’s Ranking: 5

His 2025 season ended poorly, as he had a couple of bad games before suffering a season-ending injury. For a while, though, Daniel Jones looked like a serious MVP front-runner. He still finished the year with the fourth-best EPA per dropback and the fifth-best EPA per dropback under pressure, as well as leading the league with a 52.0% success rate.

4) Jordan Love, Green Bay Packers

2025 PFSN QBi Grade: 88.0 (B+)

Last Week’s Ranking: 4

Jordan Love was a key reason the Green Bay Packers’ offense executed at a high level throughout the 2025-26 NFL season. He finished second in the league in EPA per dropback and led all quarterbacks with a 0.55 EPA average per dropback in a clean pocket. His 101.2 passer rating for the year ranked sixth, and he led the Packers to four fourth-quarter comebacks.

3) Josh Allen, Buffalo Bills

2025 PFSN QBi Grade: 90.0 (A-)

Last Week’s Ranking: 3

The reigning NFL MVP going into the year, Josh Allen, lived up to the hype in 2025. He ranked in the top ten in practically every analytical category PFSN uses to evaluate quarterbacks, including ranking fourth in third-down conversion rate and fourth in completion percentage.

He also ranked third in the league with 14 rushing touchdowns, further adding to his value to the Buffalo Bills’ offense.

2) Drake Maye, New England Patriots

2025 PFSN QBi Grade: 91.1 (A-)

Last Week’s Ranking: 2

Arguably, no quarterback took a bigger leap in 2025 than Drake Maye. He led the NFL with 8.5 net yards per attempt and a 72.0% completion percentage, and he finished the year as the only quarterback to complete more than 70% of his passes. His 0.28 EPA per dropback also led the league, playing a big role in the New England Patriots’ improvement this season.

1) Brock Purdy, San Francisco 49ers

2025 PFSN QBi Grade: 92.1 (A)

Last Week’s Ranking: 1

Albeit on a smaller sample size due to injury, Brock Purdy finishes 2025 with the highest QBi grade in the NFL. He led the league with a 57.1% conversion rate on third downs and a 0.59 EPA per dropback in close games, and he tied for second with a 7.0% touchdown percentage. He finished fourth in both EPA per general dropback and EPA per dropback in a clean pocket, too.

    Ranking Tua Tagovailoa higher than Rodgers immediately discredits this list, what a joke.
