2025 NFL QB Rankings: Joe Burrow, Shedeur Sanders Among New Entrants

With Week 15 of the 2025 NFL season upon us, check out how PFSN's QB Impact metric ranks each of the quarterbacks around the league.

Week 14 of the 2025 NFL season has come and gone. Among other quarterback performances this past week, Dak Prescott, Jared Goff, and Shedeur Sanders all surpassed 300 passing yards. On the opposite end of the spectrum, Jalen Hurts threw four interceptions on Monday night.

PFSN has you covered with your QB rankings for the 2025 season, as our QBi metric puts a numerical value on how each one performs every week. Note that these rankings only include the games played this year, not any previous games from other seasons, or factoring into each player’s reputation.

44) Jake Browning, Cincinnati Bengals

2025 PFSN QBi Grade: 49.8 (F)

Last Week’s Ranking: N/R

With Joe Burrow back healthy and Joe Flacco serving as the Cincinnati Bengals’ primary backup, don’t expect Jake Browning’s QBi grade to change for the remainder of the season.

43) Dillon Gabriel, Cleveland Browns

2025 PFSN QBi Grade: 51.4 (F)

Last Week’s Ranking: N/R

The Cleveland Browns announced that Shedeur Sanders, who took over Dillon Gabriel’s starting spot, will remain the team’s starting quarterback for the rest of the season.

42) Cam Ward, Tennessee Titans

2025 PFSN QBi Grade: 56.9 (F)

Last Week’s Ranking: 39

Though the Tennessee Titans came away with the win in Week 14 over the Browns, it was thanks more to their strong running attack than Cam Ward’s performance. He threw two touchdowns but also had an interception and a 50.0% completion rate with only 117 passing yards.

All things considered, it’s a miracle Ward was only sacked once with how good Cleveland’s pass rush has been (and how much pressure the Titans’ offensive line usually gives up). This rookie year has been brutal for him, as his 4.8 net yards per attempt is the second-worst in the NFL.

41) J.J. McCarthy, Minnesota Vikings

2025 PFSN QBi Grade: 57.2 (F)

Last Week’s Ranking: 40

All told, J.J. McCarthy had arguably the best game of his young NFL career in Week 14. He threw for three touchdowns with no interceptions, leading the Minnesota Vikings to a resounding 31-0 win over the Commanders.

It’s been a pretty rough season for McCarthy, who still has the second-worst EPA per dropback of any qualified quarterback in the league. Still, this past week was an encouraging sign that Minnesota can succeed with him under center.

40) Kirk Cousins, Atlanta Falcons

2025 PFSN QBi Grade: 60.0 (F)

Last Week’s Ranking: 35

Whether it’s Michael Penix Jr. or Kirk Cousins at quarterback, the Atlanta Falcons’ season has been a disappointment all around. The latter has stepped in with the former out injured, throwing for 162 yards with no touchdowns and two interceptions in a loss to the Seahawks.

In his four starts thus far, Cousins has just three touchdowns with three interceptions and averages only 140.8 passing yards per game. His -0.03 EPA per dropback in a clean pocket is the third-worst in the NFL, ahead of only J.J. McCarthy and Jake Browning.

39) Russell Wilson, New York Giants

2025 PFSN QBi Grade: 60.6 (D-)

Last Week’s Ranking: 38

Russell Wilson remains firmly in backup territory for the remainder of the 2025 NFL season.

38) Tyrod Taylor, New York Jets

2025 PFSN QBi Grade: 62.1 (D-)

Last Week’s Ranking: 36

Tyrod Taylor’s outing on Sunday was brief. He completed just one of his four passing attempts for six yards and an interception before exiting the game with a groin injury.

37) Davis Mills, Houston Texans

2025 PFSN QBi Grade: 63.7 (D)

Last Week’s Ranking: 37

With the return of C.J. Stroud to the Houston Texans’ starting lineup, Davis Mills didn’t see action in Week 14.

36) Shedeur Sanders, Cleveland Browns

2025 PFSN QBi Grade: 66.6 (D)

Last Week’s Ranking: N/R

The Cleveland Browns were unable to beat the bottom-feeding Titans on Sunday, but Shedeur Sanders put together his best career performance to date. He threw an interception with a completion percentage of only 54.8%, but he also threw for 364 yards and three touchdowns. His sample size is too small to critique heavily, but Week 14 was a step in the right direction.

35) Spencer Rattler, New Orleans Saints

2025 PFSN QBi Grade: 66.8 (D)

Last Week’s Ranking: 33

Spencer Rattler remains benched in favor of rookie Tyler Shough. His QBi grade remains unchanged this week.

34) Joe Flacco, Cincinnati Bengals

2025 PFSN QBi Grade: 66.9 (D)

Last Week’s Ranking: 32

With Joe Burrow’s return to the starting lineup, Joe Flacco went back into a backup role for the Cincinnati Bengals in Week 14.

33) Tyler Shough, New Orleans Saints

2025 PFSN QBi Grade: 68.3 (D)

Last Week’s Ranking: 34

The New Orleans Saints pulled off a stunning upset over the Buccaneers on Sunday, and Tyler Shough deservedly rises a spot in the QBi rankings for his role in the win. He only threw for 144 yards and a pick, but completed 65.0% of his passes. Most notably, he ran the ball seven times for 55 yards and two touchdowns.

It’s been a rocky start to Shough’s career, most notably his EPA per dropback under pressure ranking third-worst among the 44 qualified quarterbacks this year. However, he’s surprising as a rushing option for the Saints, which could add a unique element to his game.

32) Bryce Young, Carolina Panthers

2025 PFSN QBi Grade: 68.5 (D+)

Last Week’s Ranking: 29

Bryce Young didn’t play in Week 14, as the Carolina Panthers were on their bye week.

31) Geno Smith, Las Vegas Raiders

2025 PFSN QBi Grade: 68.6 (D+)

Last Week’s Ranking: 28

Geno Smith suffered a shoulder injury that saw him removed from the game in favor of backup Kenny Pickett. Before getting hurt, he had 116 passing yards with a touchdown and 61.9% completion percentage on 21 attempts.

30) Justin Fields, New York Jets

2025 PFSN QBi Grade: 69.0 (D+)

Last Week’s Ranking: 27

Tyrod Taylor has surpassed Justin Fields as the New York Jets’ starting quarterback. When Taylor got hurt, the team chose not to return to Fields and instead started undrafted rookie Brady Cook.

29) Aaron Rodgers, Pittsburgh Steelers

2025 PFSN QBi Grade: 69.2 (D+)

Last Week’s Ranking: 31

The Pittsburgh Steelers needed to beat the Ravens in Week 14 to return to the top of the AFC North and boost their playoff chances. Thanks partially to Aaron Rodgers throwing for 284 yards with a touchdown and no interceptions, they were able to do just that.

It’s clear Father Time has slowed Rodgers down, but he was still able to come through in the clutch for Pittsburgh. His best bet to climb further in these rankings is to improve on third- and fourth-down conversions; his conversion rate on those downs ranks 37th among the 44 qualified quarterbacks.

28) Michael Penix Jr., Atlanta Falcons

2025 PFSN QBi Grade: 70.0 (D+)

Last Week’s Ranking: 26

Michael Penix Jr. suffered a season-ending knee injury in Week 11, so his QBi grade will remain the same for the foreseeable future.

27) Baker Mayfield, Tampa Bay Buccaneers

2025 PFSN QBi Grade: 70.5 (C-)

Last Week’s Ranking: 24

It’s clear that Baker Mayfield isn’t at full strength this season, and the Tampa Bay Buccaneers’ upset loss to the Saints is proof of that. He was erratic in the defeat, completing only 46.7% of his passes with only 122 yards, a touchdown, and an interception.

Mayfield’s EPA per dropback isn’t bad, as he still ranks in the top 20 in that regard this season. However, his 61.6% completion percentage is his worst in three years, and his third- and fourth-down conversion rate is currently No. 31 in the NFL.

26) Tua Tagovailoa, Miami Dolphins

2025 PFSN QBi Grade: 71.5 (C-)

Last Week’s Ranking: 25

Week 14 wasn’t Tua Tagovailoa’s best performance, but it was enough to help lead the Miami Dolphins to victory. He finished the outing against the Jets with a touchdown and 127 passing yards with no interceptions.

RELATED: Dolphins Predicted to Select 57-TD QB in 2026 NFL Draft Amid Uncertainty Around Tua Tagovailoa’s Future

Realistically, a run-heavy approach suits the Dolphins best as they picked up their fourth win in a row on Sunday. Tagovailoa is tied with Geno Smith with 14 interceptions, which is the highest total in the league.

25) Trevor Lawrence, Jacksonville Jaguars

2025 PFSN QBi Grade: 68.1 (D+)

Last Week’s Ranking: 30

The Jacksonville Jaguars’ chances of winning the AFC South improved drastically on Sunday. Not only did Daniel Jones’s unfortunate injury hurt the Colts’ outlook for the remainder of the year, but Trevor Lawrence’s performance helped propel Jacksonville to a divisional win over the Colts.

Lawrence threw for 244 yards and two touchdowns with no interceptions in Week 14. Accuracy and decision-making have been issues for him this season, but the Jaguars have a good offensive scheme around him. This game shows that, when the latter improves, Lawrence can lead his team to some big wins.

24) Jayden Daniels, Washington Commanders

2025 PFSN QBi Grade: 71.7 (C-)

Last Week’s Ranking: 21

Returning from injury in Week 14, Jayden Daniels ended the week back on the shelf after aggravating his injured shoulder. Before getting hurt, he completed just nine of his 20 passing attempts for 78 yards, no touchdowns, and an interception.

23) Carson Wentz, Minnesota Vikings

2025 PFSN QBi Grade: 72.6 (C-)

Last Week’s Ranking: 23

Carson Wentz is expected to miss the rest of the 2025 regular season due to a shoulder injury. His grade will remain the same for the foreseeable future.

22) Jacoby Brissett, Arizona Cardinals

2025 PFSN QBi Grade: 74.3 (C)

Last Week’s Ranking: 19

As has been the case all year for Jacoby Brissett, he stepped into a heavy workload for the Arizona Cardinals’ offense this past week. His 44 passing attempts were the second-most in the NFL in Week 14, and he threw for 271 yards with two touchdowns and a pick in a 45-17 loss to the Rams.

With how poorly the Cardinals’ defense played on Sunday, just about anything Brissett could do could get his team to beat Los Angeles. His 245.9 passing yards rank sixth in the league, though his 4.3% touchdown percentage is below average among current starting quarterbacks.

21) Lamar Jackson, Baltimore Ravens

2025 PFSN QBi Grade: 74.4 (C)

Last Week’s Ranking: 22

Though the Baltimore Ravens lost a key divisional matchup against the Steelers on Sunday, Lamar Jackson got a little bit of his mojo back. He threw a pick but also had 219 passing yards and a touchdown. His rushing capabilities looked better in the game, too, as he ran for a touchdown and 43 yards on seven carries.

A 54.3% completion percentage isn’t anything to write home about, and Jackson probably wishes he were more efficient than that in the Ravens’ matchup this week. That said, he broke his three-game streak without scoring a single touchdown, and his 43 rushing yards are the most he’s had in a single game since Week 4 of this season.

20) Caleb Williams, Chicago Bears

2025 PFSN QBi Grade: 75.0 (C)

Last Week’s Ranking: 17

Caleb Williams slips a little bit after a tight matchup against the Packers that ended in the worst way possible for the Chicago Bears. The offense bounced back in the second half and drove down the field at the end of the fourth quarter in hopes of tying the game or hitting a game-winning two-point conversion, but Williams threw an interception on fourth down.

All told, Williams’ 54.3% completion percentage this past week was another suboptimal rate, and his interception cost the Bears a key divisional win. He threw for two touchdowns in the loss and tightened things up in the second half, but that poor first half and the bad decision on the final play drop him a bit here.

19) Kyler Murray, Arizona Cardinals

2025 PFSN QBi Grade: 75.1 (C)

Last Week’s Ranking: 20

Kyler Murray didn’t play in Week 14, as Jacoby Brissett seems to have taken over the Arizona Cardinals’ starting quarterback job.

18) Marcus Mariota, Washington Commanders

2025 PFSN QBi Grade: 75.1 (C)

Last Week’s Ranking: 16

Having held down the fort for most of the season, Marcus Mariota returned to the bench to begin Week 14. After Jayden Daniels went down with yet another injury, the veteran backup returned. He threw only four passes in Washington’s loss to the Vikings, completing two for 30 yards and throwing an interception.

17) C.J. Stroud, Houston Texans

2025 PFSN QBi Grade: 75.3 (C)

Last Week’s Ranking: 18

The Houston Texans had a statement win over the Chiefs on Sunday night, improving to 8-5 while defeating the defending AFC champions in Kansas City. C.J. Stroud had a decent game, hitting only 48.4% of his passes but still throwing for 203 yards and a touchdown with no interceptions.

Stroud ranks in the middle of the pack in practically all of PFSN’s advanced analytical categories, so it makes sense that his QBi ranks in a similar range. His most interesting tidbit? His 0.83 EPA per designed rush is the second-highest of any NFL quarterback this year.

16) Jaxson Dart, New York Giants

2025 PFSN QBi Grade: 76.6 (C)

Last Week’s Ranking: 14

With the New York Giants on bye in Week 14, Jaxson Dart only moves down in the rankings due to movement around him.

15) Joe Burrow, Cincinnati Bengals

2025 PFSN QBi Grade: 76.7 (C)

Last Week’s Ranking: N/R

Joe Burrow is now two games back in his return to the Bengals’ starting lineup, having missed most of the season due to injury. Though his sample size is too small to truly judge, he’s averaging 272.5 passing yards and has thrown six touchdowns over his last two starts, leading Cincinnati’s offense to over 30 points both times.

14) Jalen Hurts, Philadelphia Eagles

2025 PFSN QBi Grade: 77.0 (C+)

Last Week’s Ranking: 13

It’s ultimately a miracle that Jalen Hurts only fell one spot in the QBi rankings after Week 14, though there isn’t much of a gap now between him and the next six spots or so behind him. He threw four interceptions in the Philadelphia Eagles’ loss to the Chargers on Monday night, not scoring a single touchdown and completing just 52.5% of his passes.

There have been moments this year where Hurts looks like a strong game-managing quarterback with athletic value, and there have been others where he’s cost his team games. Sunday was more of the latter, and as a result, his EPA per dropback now trails four different backup QBs this season.

13) Bo Nix, Denver Broncos

2025 PFSN QBi Grade: 77.4 (C+)

Last Week’s Ranking: 15

Say what you want about Bo Nix’s role in the Denver Broncos’ winning ways, but one thing’s for certain: he sure isn’t holding them back. He threw for 212 yards with an absurd 81.6% completion percentage, not throwing any touchdowns but avoiding any interceptions and helping the Broncos reach their tenth win in a row.

Nix isn’t particularly elite in most of PFSN’s passing categories, but he’s above the halfway threshold in pretty much every statistic. His most notable stat? He’s second in the NFL in EPA per dropback on the opponent’s half of the field, and he leads the league with six game-winning drives in 2025.

12) Patrick Mahomes, Kansas City Chiefs

2025 PFSN QBi Grade: 77.6 (C+)

Last Week’s Ranking: 8

Simply put, Patrick Mahomes had a game to forget on Sunday night. In the Kansas City Chiefs’ loss to the Texans, he threw for no touchdowns with three interceptions, completing just 42.4% of his passing attempts for 160 yards with a measly 19.8 passer rating for the night.

Mahomes ranks ninth in the NFL in EPA per dropback, but he ranks outside the top ten in most of PFSN’s other categories that factor into the QBi grading, including tying for 16th in EPA per dropback in a clean pocket. His ten interceptions are also tied for sixth in the league.

11) Justin Herbert, Los Angeles Chargers

2025 PFSN QBi Grade: 77.9 (C+)

Last Week’s Ranking: 12

Monday night wasn’t the prettiest game for Justin Herbert, though a lot of that comes down to the excessive amount of pressure the Los Angeles Chargers’ offensive line gave up against the Eagles’ defense. Still, his team picked up a 22-19 victory to improve to 9-4 in the 2025 NFL season.

With an EPA per dropback of just 0.01, Herbert is tied for just 22nd in the entire NFL. He helps make up for it, though, with the fifth-best third-down conversion rate in the league, as well as his 22 passing touchdowns that tie for fifth going into Week 15.

10) Mac Jones, San Francisco 49ers

2025 PFSN QBi Grade: 80.3 (B-)

Last Week’s Ranking: 11

Brock Purdy has returned to the San Francisco 49ers’ starting lineup, so Mac Jones’ QBi likely won’t change unless the former gets hurt again. That said, it doesn’t hurt the 49ers to know that they have one of the best backups in the NFL.

9) Jared Goff, Detroit Lions

2025 PFSN QBi Grade: 81.7 (B-)

Last Week’s Ranking: 10

The Detroit Lions picked up a crucial win over the Cowboys on Thursday night to keep their playoff hopes alive. Though Jahmyr Gibbs’ three touchdowns took all the headlines, Jared Goff’s 309 passing yards with a touchdown, no interceptions, and a 73.5% completion percentage played a big role in getting the offense in scoring position consistently.

With a 0.18 average, Goff’s EPA per dropback ranks fourth in the NFL. He’s been average on third downs but is tied for second in passing touchdowns, is tied for second in completion percentage, and ranks fifth in passing yards for the season. The Lions are lucky to have a passer of his caliber going into a key stretch of games late in the year.

8) Matthew Stafford, Los Angeles Rams

2025 PFSN QBi Grade: 82.5 (B-)

Last Week’s Ranking: 9

As one could probably assume by looking at the scoreboard of the Los Angeles Rams’ win over the Cardinals on Sunday, Matthew Stafford performed quite well in Week 14. He ended the day with 281 passing yards, three touchdowns, no interceptions, a 71.0% completion percentage, and a 106.7 passer rating.

With Stafford’s own success and his team’s stellar 10-3 record, it’s no surprise he’s considered an MVP favorite. He leads the NFL with 35 passing touchdowns and also holds the league’s lead in touchdown percentage, passer rating, and adjusted net yards per passing attempt.

7) Sam Darnold, Seattle Seahawks

2025 PFSN QBi Grade: 82.6 (B-)

Last Week’s Ranking: 7

Thanks in part to an explosive second half, Sam Darnold and the Seattle Seahawks blew out the Falcons on Sunday, 37-9. The veteran QB threw an interception in the win but also had 249 passing yards and three touchdowns to help propel his team to an impressive 10-3 record.

Among other statistics, Darnold leads the NFL in net yards per attempt, total yards per attempt, and yards per completion. He also ranks fifth with an EPA per dropback in a clean pocket at 0.39 and ranks in the top ten in both passing yards and passing touchdowns.

6) Dak Prescott, Dallas Cowboys

2025 PFSN QBi Grade: 84.9 (B)

Last Week’s Ranking: 6

The NFL’s leader in passing yards added to his totals in a major way on Thursday night. Though the Dallas Cowboys lost 44-30 to the Lions, Dak Prescott kept his team competitive with 376 passing yards and a 66.0% completion percentage. He also threw two interceptions to just one touchdown, though.

Prescott’s ten interceptions are realistically the biggest thing holding him out of the top five in QBi grading. He’s been a statistics machine with such a high passing volume, and he ranks in the top ten in practically all the categories PFSN uses to calculate the QBi scores.

5) Daniel Jones, Indianapolis Colts

2025 PFSN QBi Grade: 86.5 (B)

Last Week’s Ranking: 5

The Cinderella season of Daniel Jones came to an end on Sunday, as he tore his Achilles in a season-ending injury. He finishes the year with 3,101 passing yards, 19 passing touchdowns, eight interceptions, a 68.0% completion percentage, and a strong 100.2 passer rating in 13 starts.

4) Brock Purdy, San Francisco 49ers

2025 PFSN QBi Grade: 86.8 (B)

Last Week’s Ranking: 4

Brock Purdy’s QBi stays the same this week, as the San Francisco 49ers were on bye in Week 14.

3) Drake Maye, New England Patriots

2025 PFSN QBi Grade: 88.6 (B+)

Last Week’s Ranking: 2

Though Drake Maye drops a spot in PFSN’s QBi rankings, it’s due to no fault of his own. The New England Patriots were on bye in Week 14, and movement around him saw him drop.

2) Jordan Love, Green Bay Packers

2025 PFSN QBi Grade: 89.0 (B+)

Last Week’s Ranking: 3

The Green Bay Packers took back first place in the NFC North with their win at home over the Bears, and Jordan Love’s efficiency played a big role in that win. He threw his first interception since Week 9, but he also threw for three touchdowns with 234 passing yards and a strong 68.0% completion percentage.

Love’s deep ball was on full display on Sunday, as all three of his touchdown passes against Chicago went for 20 or more yards. He’s second in EPA per dropback behind only Drake Maye, his third-down conversion rate leads all starting QBs who haven’t missed significant time due to injury, and his 0.59 EPA per dropback in a clean pocket is the best in the NFL.

1) Josh Allen, Buffalo Bills

2025 PFSN QBi Grade: 91.3 (A-)

Last Week’s Ranking: 1

His defense didn’t do him many favors, but Josh Allen helped lead the Buffalo Bills to a 39-34 win over the Bengals in a Sunday shootout. Last year’s NFL MVP ended with a 78.6% completion percentage, 251 passing yards, and three touchdowns with no interceptions, and he also ran for 78 yards and a touchdown on nine carries.

He ranks in the top five in practically every analytical category PFSN uses to evaluate the quarterback position, including net yards per attempt, EPA per dropback at the end of the first half, EPA per designed quarterback run, and EPA per dropback under pressure. It’s been another strong season for the reigning NFL MVP.
