Cincinnati officially opened Burrow’s 21-day practice window last week, permitting Burrow to participate in limited on-field activities without occupying a spot on the 53-man roster.​​

Limited participation began Monday as part of his recovery progression from the toe injury. This development signals meaningful advancement and suggests he’s moving toward a potential comeback. The organization now faces a 21-day deadline to either activate him to the active roster or place him on season-ending injured reserve.​

The decision to open his practice window appears curious given Cincinnati’s near-zero playoff probability. Entering Week 12 at 3-7 following another defeat to Pittsburgh, the Bengals can essentially afford no additional losses to maintain realistic postseason hopes. Their playoff probability has collapsed into the low single digits.

Burrow maintains his plan to return in Week 13 or 14, which strikes many as incredibly aggressive considering initial projections placed his earliest potential comeback in mid-December. The team’s Thanksgiving Day showdown in Week 13 against Baltimore represents his target date, with Burrow calling it “very meaningful” when asked about returning for that prime-time divisional clash.​

Burrow certainly desires to play regardless of Cincinnati’s record. However, if the Bengals stand at 4-7 or 3-8 heading into Week 13, having Burrow risk his health seems imprudent.​

Nevertheless, mathematical playoff elimination won’t occur even with losses in their next two contests. All indications suggest Burrow intends to return. Remains to be seen whether that actually happens if the Bengals are no longer in playoff contention.​
