Which officiating crew has thrown the most penalty flags in the first three weeks?

No NFL officiating crew has thrown more penalty flags through three weeks than that of Scott Novak. Through three weeks, Novak’s crew is averaging 20.7 flags per game, which is a flag more per game than the second crew of Shawn Hochuli.

On the lower end, Shawn Smith’s crew have thrown fewer flags than any other NFL ref’s crew at 11 per game. Bill Vinovich and Brad Allen’s crews are next lowest at 12 per game. Vinovich’s team has the lowest number of penalties accepted at 8.7 per game, with an acceptance rate of just 72%.
