On Wednesday, the NBA came down hard on the Los Angeles Clippers and their owner, Steve Ballmer, following its Kawhi Leonard salary-cap circumvention probe.
After a nearly year-long investigation, the league docked the Clippers five first-round picks, added a $30 million fine, and suspended Ballmer for a year. The league also suspended team executives Gillian Zucker (1 year) and Lawrence Frank (6 months).
A few hours after the stunning news came out, a former San Antonio Spurs VP gave his verdict on what the decision meant for Ballmer’s legacy.

The controversy dates back to early September 2025, when journalist Pablo Torre alleged on his “Pablo Torre Finds Out” podcast that the Clippers had skirted the salary cap for Leonard. Torre accused the team of brokering a $28 million “no-show” deal with Aspiration, one of its sponsors.
In subsequent episodes, Torre revealed that Leonard, with help from the Clippers, had signed three more endorsement deals with team-related associates.
Ballmer defended himself and the Clippers shortly after Torre’s initial report. He told ESPN’s Ramona Shelburne that he welcomed any investigation and even eventually helped fund the probe.
After nearly a year of investigation, however, the NBA found the Clippers guilty of the allegations and handed down massive penalties.
Kirk Goldsberry, a former Spurs VP of strategic research, weighed in on Ballmer’s legacy during an appearance on “The Zach Lowe Show” on Wednesday.
“This is his legacy in the world of sports. … In my estimation, with this report, is (that) the National Basketball Association pretty much called him a big, old cheater to his face and said, ‘Here are the receipts,’ and that’s a humiliating thing for anybody, let alone somebody as proud and as powerful as Steve Ballmer,” Goldsberry said.
The former Microsoft CEO, meanwhile, isn’t simply accepting the verdict and punishment. He vowed to contest the ruling.
The Clippers initially released a statement saying they would appeal through arbitration, but the league’s ruling is final, leaving a court challenge as the only option.
Goldsberry, sports lawyer and journalist Michael McCann, and show host Zach Lowe were skeptical that Ballmer’s court option would succeed. The trio agreed that the evidence was too overwhelming to ignore, with some of it described as “smoking guns.”
McCann also stressed that the Clippers “contractually agreed to the NBA having final authority,” adding that “there is no forum for them to bring their claim.”
As such, Goldsberry views the NBA’s decision as a permanent and damaging chapter in Steve Ballmer’s legacy. The Clippers’ legal challenge is the only path left as Ballmer fights to change the outcome.
