Monday Night Football on ESPN is back as Week 2 of the 2025 NFL season begins. Last week’s Monday matchup between the Minnesota Vikings and Chicago saw 20 penalties, but what will we see from our Week 2 Monday Night Football referees?
Let’s look at what we might expect from the on-screen action from the “zebras” in the black and white stripes.
Who Is the Referee for Week 2 Monday Night Football?
Tonight’s referee for Monday Night Football’s matchup between the Los Angeles Chargers and Las Vegas Raiders is Clay Martin. Last week, he was in charge of the Washington Commanders’ game against the New York Giants, during which six flags were thrown and six penalties were accepted.
Since 2023, no crew has called a higher percentage of their overall penalties via false start and offensive holding than Martin’s.

While you might hope that will lead to a clean game that is evenly called, it is worth noting that Martin’s crew threw the sixth-most flags per game back in 2022 (13.76). They also had an extreme discrepancy between home and road that same year, with more than two penalties per game on the road team (6.88) than the home team (4.76).

However, as crews change from year to year, there has been quite a change in the “roster” for Martin’s crew. At the start of the season, each referee is assigned an officiating crew from the NFL’s officiating roster. Here is the full list of officials on Martin’s crew:
- Umpire: James Carter
- Down Judge: Jerod Phillips
- Line Judge: Brian Perry
- Field Judge: Dave Hawkshaw
- Side Judge: Alonzo Ramsey
- Back Judge: Greg Wilson
- Replay Official: Brian Matoren
- Replay Assistant: Bryant Thompson
Under Martin, road teams are 54-35 ATS (61%). As for when it is a divisional matchup, they are 23-13 ATS (64%).
How Many Flags Did the Chargers and Raiders Have?
In Week 1, the Chargers had six penalties against them for a total of 49 yards. A total of seven flags were thrown on the Los Angeles team. As for the Raiders, they previously had nine penalties against them for a total yard loss of 81.
Kickoff at Allegiant Stadium is slated for 10:00 p.m. ET. The Chargers and Raiders each enter the matchup with 1-0 records, meaning whoever loses will suffer their first loss of the year, and whoever wins will take control of the AFC West — for now.
