Who doesn’t love a good set of power rankings? WWE is a never-ending, live-action soap opera full of twists and turns, wins and losses. Character arcs rise and fall, with fans playing a big role in who gets a push and who gets buried.
Power rankings can be based on a bunch of things. They’re always subjective. You could base them on who’s champion, who’s in the main event scene, or who’s getting the loudest pops. These power rankings focus mainly on where we think things are headed.
It’s a little of everything. Who is WWE building around? Who’s set to main event a premium live event? Who’s getting title shots? Who’s going to be champion? Alright, enough talk. Let’s get into the latest 2025 WWE Raw Superstar Power Rankings.
1) Seth Rollins
Everything Paul Heyman touches turns to gold. He’s the kingmaker, and his chosen one is Seth “Freakin” Rollins. The architect of the heist of the century is on a path to the World Heavyweight Championship. Now that he’s secured the Money in the Bank briefcase, it’s not a matter of if — it’s when.
The storyline with Rollins, CM Punk, and Roman Reigns is still the hottest thing in WWE. Rollins is either opening or closing most Raw shows. He’s can’t-miss TV.
2) CM Punk
The CM Punk chants are everywhere. He’s been in the main event scene ever since he came back to WWE. If you thought the WrestleMania triple threat was the end of the story, think again. That was just the start.
Heyman and Rollins have their vision for WWE’s future, but Punk is out to stop it at all costs. It feels like Rollins won’t win the title until he deals with Punk — or vice versa.
3) Jey Uso
There are clear parallels between Kofi Kingston’s title run and what we’re seeing with Jey Uso. A longtime tag guy picked by the fans for a well-earned singles push. But this time feels different. Main Event Jey Uso is here to stay.

Uso hasn’t been champion long and probably won’t hold it forever. Still, he’s a top draw and gets massive crowd reactions. Four letters. One word. YEET!
4) IYO SKY
Still the Women’s World Champion, IYO SKY is a fan favorite and might be the best in-ring talent in the women’s division — maybe even all of WWE. SKY doesn’t seem close to dropping the title anytime soon, especially with the Money in the Bank winner, Naomi, likely targeting Tiffany Stratton instead.
5) Bron Breakker
This might be a bit high for Bron Breakker, but it’s no secret that he’s the future. Breakker is the next big thing; Heyman wasn’t wrong when he rattled off all the future WrestleManias Breakker would headline.
Maybe not exactly the way Heyman said it, but Breakker is a future WWE champion and will headline more than one WrestleMania.
6) Lyra Valkyria
It took Lyra Valkyria a while to find her place in WWE. She kind of wandered early on. She’s always been solid in the ring, but the character and stories weren’t clicking. Then came Becky Lynch — kingmaker 2.0.
It stinks that this push came at Bayley’s expense, but it was the right move. The Lynch-Valkyria feud has helped elevate the first Women’s Intercontinental Champion. Even though Valkyria dropped the title to Lynch, the two have now exchanged roll-up victories. This feud needs a real conclusion, which likely won’t come until Summerslam, keeping Valkyria in a prime spot at least until then.
7) Becky Lynch
Lynch is all about building up new stars, but she’s still got plenty left. She’s a big draw and still gets huge crowd reactions. And following her current success of capturing the Intercontinental Championship, a strong, lengthy title reign could be in the cards.
8) Gunther
We probably don’t need another match between Gunther and Uso, but let’s be honest, they always deliver. Gunther’s World Heavyweight Championship reign was the best of the modern era. He’s a rare throwback heel who doesn’t cheat to win. He just wants to hurt people.
We don’t know what’s next for him after the rematch with Uso, but he won’t be out of the title picture for long. Maybe he’s the one to end John Cena’s run.
9) Liv Morgan
Liv Morgan is always a draw, and she’s front and center in what looks like a Judgment Day breakup. The tension with Raquel Rodriguez, Roxanne Perez, and Finn Balor is going to boil over soon.
10) Sami Zayn
WWE is really dragging out this “Sami Zayn will never be a world champion” story. But when he finally wins one of the top titles, it’s going to be a huge moment.
Right now, he’s more of a secondary player in the stories around Rollins’ crew and Uso.
