The Tennessee Titans head into the 2025 NFL Draft with the first overall pick and the opportunity to reverse the fortunes of their struggling team. After three-straight losing seasons, which player the Titans select on Day 1 in Green Bay couldn’t be more important.
In the latest seven-round mock draft from PFSN’s Jacob Infante, the team completely revamps its passing attack with a top quarterback-wide receiver duo in the first two rounds.

Tennessee Drafts Quarterback Cam Ward With First Overall Pick
With so much speculation surrounding every other pick in the draft, Cam Ward going first overall seems to be about the only thing that analysts can agree on. The first overall pick was initially expected to be a four-way battle, with Ward, Shedeur Sanders, Abdul Carter, and Travis Hunter all thought to be in with a chance.
Throughout the pre-draft process, however, Ward’s name has been separated from the bunch, with it now looking almost inevitable that he’ll be wearing a Titans cap on draft night.
Infante also has Tennessee taking Ward but noted that both Carter and Hunter could be ones to watch.
“Though it could be enticing for the Tennessee Titans to look to trade down or take a blue-chip defender like Abdul Carter or Travis Hunter at No. 1, the chance to start over at quarterback could be too good to ignore.
“With effortless arm strength and great improvisation skills, Cam Ward makes a strong case as the top quarterback in this year’s class. How he compares to the 2024 quarterback prospects is another discussion, but at the most important position in the sport, you always aim high. Ward might have the highest ceiling in the 2025 class.”
Titans Double Down on Offense, Take Luther Burden III in Round 2
After shooting for the moon with Ward in Round 1, the Titans take one of the most intriguing receivers in the draft on Day 2. With the third pick of the second round, Infante sends Luther Burden III to Tennessee, citing the team’s need for more receiving talent behind Calvin Ridley.
“The Titans are still in need of a WR2 for their offense to pair alongside Calvin Ridley. After taking a quarterback in Round 1, it would be smart to give him another top weapon to throw to.
“Luther Burden III’s production dropped in 2024 compared to his All-American 2023 season, but the tools are all still there. He’s elite after the catch with the ball-carrier vision, contact balance, and lateral quickness needed to make him a home-run hitter on any given play. If he continues to develop as a route runner, the sky’s the limit for the Missouri product.”
Only five teams scored fewer points than the Titans did in 2024 (311). The team also managed the seventh-fewest total offensive yards (5,172) and committed the most turnovers (34, tied with the Cleveland Browns). While it’s hard to imagine that two players could completely transform the league’s worst team, it would be difficult for fans not to get excited about two of the highest-upside players in the draft.
Both Ward and Burden have the potential to be special in the NFL. But even if Ward has some development still to do, Burden’s run-after-catch ability would make things easier in Year 1. Tennessee’s running backs Tony Pollard and Tyjae Spears are also excellent after the catch, while Ridley could benefit from a talented receiving partner to free him up.
The Titans have a long way to go if they’re to become a playoff team again any time soon. But a new franchise quarterback and playmaking receiver would be a good way to start.
