The Tennessee Titans hold the No.1 pick in the 2025 NFL Draft, and with quarterback being their biggest need, it wouldn’t be a surprise if they use it on Cam Ward or Shedeur Sanders. However, drafting a QB without a potent receiver room won’t make much sense; thereby, they could look to address the need in free agency.
One analyst predicts the Titans as one of the three potential landing spots for Keenan Allen alongside the Washington Commanders and Denver Broncos, and it would be interesting to see if Tennesse does chase the best available free agent in the coming days.

Titans, Brocons, or Commanders: Where Does Keenan Allen Fit In?
After Tee Higgins re-signed with the Cincinnati Bengals, Allen became one of the top wide receivers available. Last season, he recorded 744 yards over 15 games, averaging 10.6 yards per catch.
Allen also had seven touchdowns on a Bears offense that ranked third-worst in the NFL, according to PFSN’s Offense+ metric, while suffering from poor quarterback play from rookie QB Caleb Williams.
“Allen was also only targeted on 22% of his routes, the fewest since his rookie season in 2013. A surprising level of red-zone production goosed his touchdown total (seven), but that belies his actual impact in the Bears’ offense,” PFSN’s Ben Rolf wrote.
Rolfe also believes a move is likely, and Bleacher Report’s Moe Moton suggests the Commanders, Titans, and Broncos as potential landing spots for Allen in free agency. Moton adds that Allen would be willing to take a pay cut for a Super Bowl contender like the Commanders.
“The six-time Pro Bowler only averaged 10.6 yards per catch last season, though he’s never been a consistent big-play receiver. He’s a chain-mover who can be a reliable red-zone threat, though.
“As a rookie, Caleb Williams relied on Allen in a directionless offense that finished with the second-fewest passing yards and 28th in scoring for the 2024 campaign. The veteran receiver converted first downs on 43 out of his 70 catches.
“He can do the same for a team with a young quarterback in the upcoming term. Perhaps the Tennessee Titans will reach out to him, though he could be looking for offers from playoff-contending squads after a frustrating year in Chicago.”
Allen will find a young quarterback in Tennessee and Denver and help the teams make a push for the playoffs. Both the Titans and the Broncos have a need at wide receiver room, irrespective of their QB situation, and Allen’s resume is good enough to suggest improvements to the offenses that ranked 27th and 16th in 2024.
Meanwhile, the Commanders are in a win-now mode after an impressive rookie season by Jayden Daniels led Washington to the NFC Championship Game. They have already added Deebo Samuel and Michael Gallup to the receiver room but with the latter only having topped 1,000 receiving yards once, Allen would be a perfect WR2 for Washington.
However, the 32-year-old only wants to play either in Chicago or Los Angeles, which could be one of the reasons he is still available in free agency.
